Assignment Title: Consultancy Service for Individual consultant (IC) – Senior Flood Risk Management Specialist/ Technical Team Leader for the ET-Flood Management Project -Management Unit (PMU).

The Government of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Flood Management Project and intends to apply part of the proceeds for consulting services.
The Ministry of Water and Energy (MoWE) is the overarching institution for flood risk management, mandated for water resource management, flood protection, forecasting, and early warning, and the provision of meteorological services. It fulfills this mandate in coordination with a range of parastatal agencies and authorities structured under MoWE, including the Basins Development Offices (BDOs) and the Ethiopian Meteorology Institute (EMI). The BDOs are responsible for the major river basins, where it leads flood management efforts, including the construction, operation, and maintenance of flood protection measures (for example, river training, dikes, and retention basins), river and flow monitoring, and river basin development plans. Urban floods are under the responsibility of the Ministry of Urban Development and Infrastructure (MoUDI), resulting in coordination challenges related to the protection of cities from river floods and the encroachment of settlements into flood hazard areas.
- OBJECTIVES OF THE ASSIGNMENT:
The objective of the consulting services (“the Services”) include: provision of Flood Risk Management Technical Support consultancy service to Ministry of Water and Energy (MoWE) as a general and in the E-FMP PMU. The Sr Flood Risk Management Expert/ Technical Team Leader will work under the supervision of the PMU Coordinator. The position will provide much needed technical support to the Project coordinator.
- SCOPE OF SERVICE
The scope of the assignment includes the following tasks and responsibilities of individual consultant will include but not limited to the following:
- Reports to PMU coordinator
- Produce ToR for any technical activities related to EFMP with input from technical team members
- Responsible for implementation of Component 2 and will lead the technical team to deliver the services and provide continuity throughout the assignment;
- Coordinate among sub-component interventions to ensure integrated flood risk management approach
- Quality assurance and timely delivery of interventions
- Proactively coordinate with internal and external partners for effective and timely implementation
- Liaise with WB counterpart for technical issues
- Engage in critical or urgent technical issues for project implementation
- Establish and maintain smooth communication and cooperative relationships among technical team members to work as a team
- Provide guidance and advice for technical team members as required
- Provide proactive leadership in supporting key tasks as specified in this Terms of Reference (TOR) in line with the project document translated into the Project’s annual work plans, including any other tasks deemed necessary by world bank
- Assist the PMU coordinator in the implementation of activities in the target basins/regions including effective communication with the national and sub national stakeholders and Project beneficiaries.
- In doing so, the Technical Team Leader will establish strategic linkages and networks at federal and regional levels for the effective and efficient implementation of the Project.
- SPECIFIC TASKS TO BE CARRIED OUT BY THE INDIVIDUAL CONSULTANT:
The consultant will working with a range of implementing partners including the federal Government, regional Administrations and civil society, the Technical Team leader will support the PMU coordinator with the delivery of the following outputs:
- The Project’s inception workshop, to be conducted.
- Facilitated and guide any technical training requested by PMU coordinator
- Training at community based to aware and support communities deliver tangible climate, adaptation measures.
- Emergency response training conducted in selected basins and communities with disaster management with community response plans and climate change adaptation plans developed and used.
- Lessons learnt workshops at the provincial and national levels with documentation and sharing of success stories.
- Produce reports, guideline document, and train personnel and establish system to bridge technical and other non-technical specialist inside PMU and other resource sharing entities
- DURATION OF THE ASSIGNMENT
The assignment will be for one year with possibility of extension based on evaluation of performance.
- REQUIRED QUALIFICATIONS/COMPETENCES
The following skills are essential for this work:
- Academic specialization: Should have MSc/BSc in Flood Risk Management, Disaster Risk Management, Hydrology, Hydraulic Engineering, Irrigation Engineering, Civil Engineering, water resource engineering, Soil and Water engineering and Management fields from a recognized university.
- General professional experience:
- A minimum of experience 12 years for BSc holder and 10 years for MSc holder in implementation of large water related disaster (especially flood) projects as project manager or supervisor
- Experience with water related disaster (especially flood) projects within East Africa and/or Horn of Africa would be an asset; and
- A minimum of 5 years of experience on donor supported project as Project coordinator or similar position
- Proven knowledge/experiences of integrated flood risk management and disaster risk management
- Personal Skills and competencies:
- People management skills, especially ability to manage team of experts
- Exceptional communication, presentation, inter-personal and networking skills
- Be task oriented and able to work independently
- Demonstrate high level of gender sensitivity and advocate for gender equality
- Be able to work effectively in a high pressure, occasionally stressful environment
- Ability to quickly establish and maintain effective working relations with people of different cultural backgrounds
- Proven communication and report writing skills
- Ability to negotiate and reach understanding or agreement in a most challenging environment

- Fluent written and spoken English
- Be able to step in if the PMU coordinator is not available and must be able to fly out to the project area if required and stay for longer time durations.
- RESPONSIBILITY OF THE EMPLOYER
The Employer- client will:
- Avail all necessary data and document available
- Facilitate to have access to data and documents available in the government’s institutions.
- Provide office facilities (Computers, space, table, and chair)
- Provide transportation for field visits
- Facilitate and organize stakeholders’ workshop
- MANAGEMENT PROCEDURES
Contractually, the Individual consultant will report to the PMU coordinator and work closely with other PMU staff. And also work closely with the World Bank’s, EMI, EDRMC /PIU/PCU Task Team Leader (Ethiopia) and other designated World Bank team members.
- REPORTING
- The Technical Team Leader (Senior Flood Risk Management Specialist) reports to PMU coordinator
- Submits reports of the field visits, workshops and meeting results (minutes) within agreed time frame
- Reports monthly, quarterly, and yearly project status.
- The Ministry of water and Energy now invites eligible “Individual Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 updated in November 2020.Procurement will also comply with “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants” revised as of July 1, 2016.
- A Consultant will be selected in accordance with the individual consultants Selection method set out in the Consultant Guidelines.
