Project Summary:
MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines, 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to the USAID Missions and Country Offices within the geographic area of coverage. Presently, PIMMELA is working with the USAID Environment Office in the conduct of the Rapid Assessment of Circular Economy Opportunities. The main objective is to assess the current landscape of the circular economy in the Philippines on plastics, renewable energy (RE) and water/ wastewater. Specifically, the assessment aims to: a) describe the value chain in the Philippines of waste circular economy, particularly on plastic, RE, and water/wastewater; b) assess the implementation of the existing national and localized policies on circular economy; and c) map the key stakeholders of waste circular economy in the Philippines, i.e. private organizations/companies, NGOs/ CSOs, government agencies/institutions, and other stakeholders like international donor organizations.

Position Summary:
The Team Leader will be responsible in overseeing the entire conduct of the study, ensuring the completion of deliverables in a timely manner, and in form and substance acceptable to USAID.
Responsibilities:
- Oversee all the aspects of the assessment under the supervision of the PIMMELA Activity Manager and Chief of Party (COP).
- Thoroughly review relevant policies related to the Circular Economy, with focus on plastics, water/wastewater, and RE.
- Determine the assessment approach and methodologies to collect, verify and analyze data, and document and report results which could lead to policy advice, economic modeling insights and foresight work for policy analysis for plastics, RE, and water/wastewater management.
- Coordinate the assessment and work with a team to ensure efficient and effective achievement of the assessment’s objectives.
- Provide timely feedback to PIMMELA and USAID on the assessment’s progress.
- Prepare a presentation containing preliminary key findings, conclusions, and recommendations.
- Write the draft and final reports on the designated deadlines based on feedback received from USAID and PIMMELA.
- Provide inputs and insights in the dissemination and learning event to reflect on key learnings and recommendations for possible programming.
Qualifications:
- Master’s degree in environmental science, engineering, waste management, or a discipline relevant to sustainable resource management, RE, and/or circular economy is required.
- Minimum five years of experience doing research, studies, and/or assessments, preferably on sustainable resource management and/or development-oriented studies is required.
- Experience in sustainable resource management work and/or circular economy with international development organizations or international NGOs is preferred.
- Ability to write clear, concise, and complete written works is required.
- Proficiency in Microsoft Office applications and other relevant software for writing and reporting is required.
- Professional written and oral communication skills in English required.
