GENERAL DESCRIPTION:
The Water Quality Standards (WQS) supervisor is responsible for developing the state’s surface water quality standards (Chapter 1, Water Quality Rules). Other program responsibilities include supervising the states harmful cyanobacteria bloom (HCB) and waterborne pathogen notification programs in coordination with the Wyoming Department of Health and reviewing and commenting on federally proposed National Environmental Policy Act (NEPA) activities and projects in Wyoming to ensure State water quality rules are followed.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
- Proposes, develops, and administers Wyoming’s water quality standards.
- Evaluates data, scientific literature, and guidance materials to inform WQS development.
- Coordinates with the Environmental Protection Agency regarding the development of WQS.
- Works with management and the Attorney General’s office to propose WQS to the Wyoming Water and Waste Advisory Board and the Wyoming Environmental Quality Council.
- Serves as the lead technical presenter and expert at meetings and hearings.
- Provides guidance to other Water Quality Division programs and the public regarding WQS.
- Hires and trains subordinate staff, manages personnel actions, and is responsible for their work.
- Evaluates federally recommended aquatic life, human health, and recreational water quality criteria.
- Provides written comments for proposed federal surface water quality regulations, initiatives, litigation, and guidance.
- Supervises WQD reviews of federally proposed NEPA activities.
- Coordinates WQS and NEPA relates comments for the Director and Attorney General’s office.
- Supervises HCB and waterborne pathogen (i.e., E. coli) notification programs for surface waters.
- Participates in the Colorado River Basin Salinity Control Forum Work Group.
- Provides support to development of Wyoming’s nutrients strategy and implementation policies.
- Fills in as assigned for the Section Manager during absence.
Qualifications
PREFERENCES:
Preference will be given to those individuals with a master’s or bachelor’s degree in watershed management or related fields with experience developing water quality standards, overseeing scientific studies, presenting findings to various groups, and evaluating large data sets and scientific literature to inform decisions.
KNOWLEDGE:
- Knowledge of Title 35, Wyoming Environmental Quality Act, Industrial Development Information and Siting Act, the CWA, and NEPA.
- Knowledge of water-related data collection methods and data analysis.
- Experience reviewing and assessing scientific literature for the development of WQS.
- Strong communication skills, both verbal and written.
- Strong interpersonal skills and the ability to develop and maintain partnerships.
- This position requires organizational and time-management skills and attention to detail.
MINIMUM QUALIFICATIONS:
Education:
Bachelor’s Degree (typically in The Sciences)
Experience:
1-3 years of progressive work (typically in The Science) with acquired knowledge at the level of a Natural Resources Principal
OR
Education & Experience Substitution:
4-7 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Principal

PHYSICAL WORKING CONDITIONS:
- Must be able to walk/hike in adverse weather conditions and rugged terrain.
- Must be able to travel.
