Water Quality Standards and Assessment Section / Assessment Unit
Office Location: 601 57th Street, Southeast, Charleston, WV 25304
The employee will be assigned to the Division of Water and Waste Management, Water Quality Standards & Assessment Section (WQSAS), Assessment Unit.
At the full performance level, employee will perform complex professional work and assist higher level specialists and analysts in support of the Section’s database management and data analysis activities.
Primary duties will include assisting with complex tasks in database management, performing data analysis/reporting, data entry and review, GIS data derivations and analysis, and creating tables and graphic output for reports. Will coordinate with agency contractor(s) to frequently supply current data from WQSAS and other DEP databases relative to Assessment project needs. Will assist with importing electronic data from contract labs and from continuous instream monitors (CIM). Perform CIM file generation, Access database entry, and as well entry of discrete field data into Aquarius database. Will assist with updating and synchronizing WQSAS database with EPA-WQX database.
May facilitate activities associated with converting paper documents into an electronic format and storage in a data warehouse. Will fulfill external data & FOIA requests as needed. The employee will perform data entry/data proofing activities; QA/QC review of data submitted by outside agencies & organizations including the formatting, and confirmation of sample locations using GIS. Will perform assessments of stream water quality data for entry into the assessment database used for biennial reports to EPA. Will perform GIS watershed delineations and land use/land cover tabulations for sample stations. Will assist with maintenance of state and national stream coding systems; perform trend analysis on long term monitoring data (e.g., ambient water quality network, long term biological monitoring stations) using statistical techniques and interpreting the findings for publication.
Other duties, although infrequent, could include field work which includes the following: (a) the collection of data regarding the physical and chemical properties of water in streams, wetlands, or lakes, (b) assessment of riparian and in-stream habitat conditions or watershed activities and disturbances, (c) conducting field reconnaissance of sampling and assessment locations, as well as (d) pollutant source tracking. The employee may also conduct public education/outreach about environmental topics to schools, watershed groups, and other requesting entities.
The employee will perform other related duties as required or/or assigned.
Ideal applicant will have experience in the use of Microsoft or Google office applications (specifically databases and spreadsheet statistical capabilities), and ESRI ARCGIS 9 or greater. Ideal applicants will also be familiar with statistical software and/or EPA-WQX database.
Note: Must be licensed to operate a motor vehicle. The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to being hired and annually thereafter or as needed.
Some overnight travel may be required.

Minimum Qualifications
Training: Bachelor’s degree from an accredited college or university.
OR
Substitution: Full-time or equivalent part-time paid technical or paraprofessional experience in the acquisition, preservation, protection and enhancement of environmental/natural resources may be substituted for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of training.
Promotional Only: Two (2) years as an Environmental Resources Associate may substitute for the required training.
Note: At the appointing agency’s discretion, competitive candidates may receive probationary appointment pending official verification of the qualifying training or certification. The qualifying training or certification must be verified before the employee may be certified permanent.

Market Rate: $61,044
