Objective and Purpose of the Assignment

The government of Indonesia requested ADB support to consider financing eight regional water supply
management system in (i) West Sulawesi (Polman – Majene), (ii) North Sumatera (Serdang Bedagai – Tebing
Tinggi), (iii) West Sumatera (Agam – Bukittinggi), (iv) North Sulawesi (Bimantara), (v) Banten (Karian),
(vi) South Sulawesi (Ajatappareng), (vii) East Kalimantan (Kukar Bontang) and (viii) Gorontalo
(Gorontalo Raya). These locations were previously supported by ADB-financed preparatory loan, i.e., Loan
3455-INO: Accelerating Infrastructure Delivery through the Better Engineering Services. The project will
be included in the government’s Blue Book and Green Book in 2025.

ADB is looking for a water and sanitation specialist to support the processing of the envisioned
regional water supply management project, particularly for West Region, covering the following areas:

  • North Sumatera (Seriti – City of Tebing Tinggi, District of Serdang Bedagai)
  • Banten (East Karian – District of Lebak, District of Tangerang)

Scope of Work

The water and sanitation specialist (Consultant) will work with ADB Water and Urban Development Sector
Office (SG-WUD)’s and Indonesia Resident Mission (IRM)’s project team, Directorate General of Human
Settlements (DGHS) of the Ministry of Public Works and Housing (MPWH), local government of the project
locations, and other relevant stakeholders.

The consultant will provide support to ADB team in carrying out necessary due diligence/assessment in
preparing the envisioned the regional water supply management project. It includes support to coordinate
with external parties including with the Directorate General of Human Settlement (DGHS) of the Ministry
of Public Works and Housing (MPWH); city government staff of the project locations, and other relevant
stakeholders. The dates and places of assignment indicated in this terms of reference are indicative and
will be finalized during contract implementation.

Detailed Tasks and/or Expected Output

The Consultant’s work shall include, but not limited to, the following:

(i) In collaboration with the other experts supporting the project, assess the project planning document
prepared under the project readiness financing facility (ESP) such as feasibility studies, detailed
engineering designs (DED), cost estimates for each of the proposed locations. Prepare a summary report
of the project with key information such as: overall assets to be constructed (from the upstream
part/the raw water up to the downstream part/service connections), beneficiaries, services to be
delivered, for each of the project area.
(ii) Assess and provide summary on features embedded under the design (DED) to address climate related
challenges (such as droughts, and flooding), and natural hazards (such as landslide, earthquake and
volcanic eruption). It includes summarizing the cost for such design features.
(iii) Identify the sanitation (wastewater) condition, including developing future projection once the
water supply system is available.
(iv) Assess the type of wastewater infrastructure required in the area, anticipating/taking into account
the incoming water supply to be supported by the project—with the assumption of 80% of clean water will
turn to wastewater.
(v) Develop report which provide a clear mapping on which area will require on-site wastewater
infrastructure—septic tank, fecal sludge management (FSM), and/or fecal sludge treatment plant (FSTP)—
and which area will require off-site wastewater infrastructure—communal wastewater treatment plant
(WWTP), and/or city-scale WWTP.
(vi) Support the ADB’s due diligence and mission activities, including providing inputs in the
preparation of the aide memoire/mission reports.
(vii) Prepare other technical report/summary/notes as requested by ADB.

Minimum Qualification Requirements

  • Master’s degree in urban and regional planning, environmental engineering, civil engineering, or any
    other relevant discipline.
  • Experience in data collection and analysis.
  • Experience in working with government entities and understand the nature of working with government
    bureaucracy.
  • Minimum 5 years of general experience in urban sector area and 3 years of specific experience in urban
    infrastructure, settlement development, water supply and sanitation development, database management and
    institutional development (establishment of management board, tariff setting, OM arrangement, customer
    management, etc.).

Minimum Specific Experience (relevant to assignment): 3 Years
