What is HANWASH?

HANWASH is a long-term multi-stakeholder initiative with a vision of safe, sustainable, and affordable access to water, sanitation, and hygiene education for everyone in Haiti.

To achieve that objective will require a philosophical change in approach from humanitarian relief to sustainable development and a cultural change that embraces a pay-for service approach for the water that’s provided.

Created in 2018 by a partnership between Rotary International District 7020 and the national water & sanitation authority of the government of Haiti (“DINEPA”), Rotarians are at the heart of the HANWASH operational model and work closely with professional staff to run the organization and contribute to WASH projects being undertaken in Haiti.

HANWASH is a Florida-registered non-profit corporation with a Board of Directors which oversees the Executive Director.

What does HANWASH do?

The HANWASH team has a mission to align and support diverse stakeholders in upholding a set of core values and commercial principles to deliver value-for-money and ensure long-term sustainability of WASH investments in Haiti, always respecting national policies and good sector practices.

In its pilot phase, the HANWASH team is oversee the delivery of a portfolio of investments in five communes in Haiti: Cavaillon, Ferrier, Leogane, Pignon, and Terre-Neuve. So far, more than $2.3 million dollars in planned or actual spending has been allocated across these communes, and most work in Haiti is carried out by implementing partners, contractors, and Rotary Club members.

Who is the HANWASH team?

The HANWASH team is composed of passionate and experienced Rotary volunteers. Rotary International is a global network of community-based clubs with 1.4 million members (Rotarians and Rotaractors) including in Haiti where there are 24 Rotary Clubs and 17 Rotaract Clubs.

As part of HANWASH, members of Rotary regularly come together in a coordinated fashion to provide volunteer service, technical knowledge, business skills, and financial contributions to develop community-driven project ideas in support of access to water and sanitation in Haiti.

As of March 2024, the team includes more than 75 volunteers organized into 7 teams, each led by a Subcommittee Chair and guided by a Steering Committee. An Executive Director and a Monitoring & Evaluation Officer provide professional staff support on a full-time basis, and several part-time consultants contribute to other areas. Rotarian and Rotaractor volunteers live in Haiti, the USA, Canada, and other Caribbean countries; many have known each other for years and developed strong friendships through a shared love for helping others and performing community service.

As Program Manager, you will work closely with the volunteer-led Steering Committee as well and the Executive Director, switching between English, French or Creole to oversee operations of our WASH programs and partnerships so we achieve the desired results and impact of our work.

Role Overview

This role is responsible for the development and implementation of a range of WASH programs, investments, and interventions that support HANWASH’s mission and goals of delivering safe, sustainable, and affordable water and sanitation to everyone in Haiti. Responsibilities that you will be directly accountable for include stewarding commune-based program planning and operations, as well as overseeing program staff and volunteers and local partner relations, to achieve meaningful progress and results/impact.

Responsibilities

  • Oversee program design, development and management in line with the HANWASH vision, mission, logic model, Commune Action Plans, HANWASH Core Values, international good practices in the WASH sector, and national guidelines and policies as set by DINEPA;
  • Steward trusting and productive relationships with local stakeholders including the mayor’s office and local authorities (ASECs and CASECs), the local and international Rotary partners, and the OREPAs (regional offices of DINEPA) and cultivate a shared vision and long-term commitment to stewarding a program of investments and capacity-strengthening at the commune level in Haiti;
  • Oversee a growing team of employees or consultants (including project managers and other functions) to support program delivery and local stakeholder engagement and collaboration with our volunteer project teams and contractors on interventions and project operations;
  • Identify and foster appropriate partnerships with local and international organizations who can bring additional financial resources or technical expertise to the table, and navigate donor requirements regarding procurement and reporting processes accordingly;
  • Establish operational standards, templates, and benchmarks for time, quality, cost, and volunteer-staff collaboration, as well as how we work with local partners or service providers;
  • Ensure compliance with internal and external monitoring & evaluation standards and donor requirements to transparently measure program and intervention effectiveness and impact, as well as identifying, applying, and sharing lessons learned internally and externally
  • Report on and ensure program objectives and constituent project investments are delivered on time, within budget, to a high degree of quality, and with meaningful participation and leadership from our Rotarian volunteer team and local authorities;
  • Communicate program goals, activities, and impact to internal and external stakeholders in written and verbal format to raise the profile of HANWASH within the country; and
  • Other responsibilities that may be designated by the Executive Director, from time to time.

Note: Because of the wide geographical scope of HANWASH’s existing five (5) programs, as the workload increases, the program management team will expand and evolve, presenting career development opportunities for HANWASH team members.

Ideal Candidate Profile

  • Bachelor’s degree in a relevant field such as engineering, public health, public administration, or social work from an accredited university;
  • Master’s degree in a relevant field a plus;
  • Proficiency in French, English, and Creole;
  • At least 5-7 years of post-university professional experience, which includes at least 3-5 years of experience in program management in the WASH sector in Haiti;
  • Prior experience stewarding partnerships with local organizations/stakeholders in Haiti;
  • Prior experience building teams and directly supervising staff as well as coordinating, inspiring, and supporting volunteers;
  • Demonstrated knowledge of program planning, implementation, and evaluation principles, good practices, and tools;
  • Demonstrated ability to oversee budgeting, operational planning and action, risk management, and time-management in an environment with frequently shifting priorities and challenges;
  • Ability to listen to and steward a conversation with many voices in the room, charting a path toward a shared vision,
  • Excellent communication, interpersonal, documentation, and organizational skills; and
  • Excellent knowledge and experience in the use of Microsoft tools (Word, Excel, PowerPoint) including cloud collaboration tools (SharePoint, Teams, OneDrive).

Job Essentials

  • Availability for a full-time remote position with occasional evening and weekend commitments to engage with volunteers or for field activities while traveling.
  • Must possess an adequate working laptop computer, stable and fast Internet connection, and a working smartphone with internet coverage.
  • Regular and periodic travel around for project activities will be expected (25% plus). Travel expenses will be covered by HANWASH.
