What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $70,765 – $93,764/annually, based on experience and education. We also offer generous benefits for full-time employees which include but are not limited to:

In this position you can expect to start on-site at the Denver Wastewater Management Building (2000 W. 3rd Ave., Denver 80223), Monday-Friday from 6:30 AM – 3:00 PM.

Wastewater Management oversees all aspects of wastewater functions, including the construction, operation, and maintenance of the City’s sanitary and storm sewer systems, as well as administrative functions such as implementing policies, establishing cost controls and setting fees to maintain a revenue base sufficient to support operational requirements and capital improvements program, and responding to customer inquiries regarding sewage and storm drainage service charges.
The Wastewater Management team has an opening for a Program Manager of Wastewater Regulatory Compliance. Job duties and responsibilities of this position include, but are not limited to, the following:
- Performs supervisory work over 5-7 employees engaged in enforcement and compliance of statutes, ordinances, laws, rules, and regulations as they relate to public sewer systems.
- Develops work schedules to allow for proper staff coverage. Reviews work for accuracy and completeness.
- Resolves problems encountered during daily operations and determines solutions for resolution.
- Serves as a technical expert and resource in this area by resolving complex and technical issues.
- Evaluates and recommends improved inspection and investigative methods.
- Conducts hiring interviews and selects candidates for their operation.
- Develops performance evaluations plans and formally evaluates employee’s work.
- Provides employee feedback throughout the year. Assures that all PEP’s are current and that PEPR’s are completed by due date.
- Documents causes for disciplinary action and initiates letters of reprimand.
- Represents the City in legal issues as related to public sewer violations.
- Maintains accurate records of all inspection activities.
- Develop and maintain section databases for all areas of QC responsibility.
- Prepares statistical/comprehensive reports and provides recommendations in areas that require attention.
- Develops and standardizes operating policies and procedures within the section and keeps staff informed of any developments or changes that will assist them in performing their duties.
- Participates in the development of long/short range planning initiatives and serves as a liaison within other departmental officials, community groups and regulatory agencies.
- Maintains the section expense records and participates and assists in the development of the section budget.
- Performs community outreach to educate the citizens of Denver regarding storm and sanitary sewers.
- Professionally responds to customer inquiries and concerns within the same day.
- Interacts with and must provide service to all citizens.
- Position may require 24/7/365 availability for emergency situations.

What You’ll Bring
Our ideal candidate has some or all the following experience, skills, and characteristics:
- Previous QC Sewer Department experience
- Supervisors experience the higher level of supervision the better
- Wastewater operations or Plumbing experience
- Inspection experience
- Code enforcement related training or experience
- Strong knowledge of MS Office (Word, Access, Excel)
- Ability to produce spreadsheets and graphs showing metrics.
- Permit Management / Code Enforcement Software
- Asset Management Software
Required Minimum Qualifications
- Education requirement: Bachelor’s Degree in Public Administration, Management, Sociology, Psychology, Political Science, or a related field.
- Experience Requirement: Three (3) years of full performance professional level experience developing, implementing, and administering programs.
- Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education for all classifications.
- Additional appropriate education may be substituted for the minimum experience requirements.
- License/Certifications: None
