Why does the job exist?

The purpose of this position is to provide engineering support to the Dam Safety Bureau and the Office of the State engineer. The incumbent in this position will provide technical analyses, field inspections, document review and document preparation, hydrologic and geotechnical analyses, project management, and other technical work products. The incumbent’s work will assist the Dam Safety Bureau to regulate dams in New Mexico to ensure that the dams are designed, constructed and operated in a manner that is as safe as possible. The incumbent may also help the bureau manage publicly funded capital projects that are assigned to the Office of the State Engineer for administration.This position will do the following to perform the essential functions of the position under the supervision of the Licensed Professional Engineer:

1. Apply prescribed techniques and procedures in accordance with established criteria to perform assigned tasks.
2. Assist Professional Engineer in the interpretation of plans, specifications and evaluating the constructability of the theoretical plan vs actual field conditions.
3. Perform field inspections and investigations as needed.
4. Assist higher level professionals with field testing and measurements to ensure compliance with scope of the project, and with sampling and testing of materials.

How does it get done?

1. Perform Engineering Analyses: Create, execute, and interpret hydrologic and hydraulic analyses, dam breach analyses, inundation mapping and consequence analyses, and hydrologic risk evaluation. Analyses may also include static and seismic risk evaluations.
2. Regulatory Compliance: Review Emergency Action Plans, Breach Analyses, and Operation and Maintenance Manuals to ensure compliance with the OSE Rules and Regulations.
3. Provide limited technical assistance to dam owners: Work in this category will include assistance in preparation of Emergency Action Plans, Operations and Maintenance manuals, documentation for permit applications for dams and other work that can assist owners in compliance with state regulations.
4. Dam Inspections: Inspect existing dams to verify that they are operated and maintained in a safe condition under the direction of a senior staff who is a Licensed Professional Engineer.
5. Project Management: Review documentation submitted by capital outlay grantees and make recommendations for action or approval.  Manage technical aspects of the projects as well as review of the invoices and reimbursement requests.

Ideal Candidate

Minimum Qualification

Bachelor of Science Degree from an accredited college or university in a relevant engineering discipline.

Employment Requirements

Must possess and maintain a valid Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in the office with extensive computer and phone usage where it requires a considerable amount of sitting. This position will be required to work in the field as needed with exposure to inclement weather and there may be periods of extended standing or kneeling, climbing, walking on rocks and steep slopes while working out in the field. This position is required to travel to dam sites located in remote locations around the state. The incumbent in the position will need to lift up to 25 pounds, drive an agency vehicle, inspect dams, collect data. The incumbent also will be required to follow safety protocols in the office and in the field at all times.
