UNESCO Regional Office in Almaty is announcing a call for an Individual Consultant, namely Knowledge Management Expert.
In the framework of the GEF-UNDP-UNESCO project on “Strengthening the resilience of Central Asian countries by enabling regional cooperation to assess glacio-nival systems to develop integrated methods for sustainable development and adaptation to climate change”, under the overall authority of the Director of the UNESCO Almaty Office and the direct supervision and guidance of the Project Manager (PM), the Knowledge Management Expert will undertake the following activities:
- TASKS:
- In an immediate collaboration with knowledge mapping expert, online Knowledge Management Platform (KMP) platform developer, and Project Communications Assistant: 1.1 Develop a questionnaire for interviewing key project partners and stakeholders to
gather insights on Central Asia’s cryosphere knowledge management, communication and awareness raising needs as well as their visions for the future.
1.2 Conduct interviews with key project partners and stakeholders to collect relevant information.
1.3 Draft the knowledge management, communication and awareness raising concept.
1.4 Develop the draft prototypes of the subregional and national knowledge management and awareness raising online platforms and products.
1.5 Design the draft concept note for the dedicated session on the knowledge management, communication and awareness raising at the 2nd Subregional Workshop on DA development on November 3-4, 2024.
1.6 Present draft knowledge management, communication and awareness raising concept and draft prototypes at this session. Refine and finalize the final draft knowledge management, communication and awareness raising concept and draft prototypes along with the draft action plan to implement the knowledge management, communication and awareness raising concept for the project.
- Support the development of the stakeholder engagement strategy by collaborating with Project Communications Assistant to foster stronger collaboration and ensure strategy aligns with project’s communications and knowledge management goals and effectively engages stakeholders at national and regional levels.
2.1 Develop indicators to monitor and evaluate the effectiveness of knowledge management, communication, and awareness-raising activities, and provide recommendations for continuous improvement.
2.2 Provide recommendations for facilitating internal communication among national project teams and project partners through online/mobile platforms.
2.3 Design and conduct training sessions and workshops for project stakeholders on knowledge management tools and techniques, ensuring they are equipped to contribute effectively to the project.
2.4 Establish mechanisms for regular knowledge sharing and collaboration among project stakeholders, including online forums, newsletters, and webinars
Deliverables:
- Knowledge Management, Communication, and Awareness-Raising Concept Document/Report: A comprehensive document outlining the finalized knowledge management, communication, and awareness-raising strategy, including the draft prototypes of the subregional and national online platforms and products, and a detailed action plan for implementation.
- Stakeholder Interview Report: A detailed report summarizing the findings from interviews with key project partners and stakeholders, including insights on Central Asia’s cryosphere knowledge management needs and recommendations for moving forward.
- Draft Concept Note for Subregional Workshop Session: A well-structured concept note for the dedicated session on knowledge management, communication, and awareness-raising, prepared for the 2nd Subregional Workshop on DA Development scheduled for November 3-4, 2024.
- Training Materials and Workshop Report: Developed training materials and a report summarizing the outcomes of any capacity-building sessions conducted for project stakeholders on knowledge management tools and techniques.
- Monitoring and Evaluation Framework: A framework that includes indicators and tools for assessing the effectiveness of the knowledge management, communication, and awareness-raising activities, prototypes and concepts of the online knowledge, communication and awareness raising platforms and products along with recommendations for ongoing improvements.
REQUIRED QUALIFICATIONS
EDUCATION
Master’s degree in media, communications, environmental sciences, or related social studies.
WORK EXPERIENCE
Around five years of experience in Knowledge Management, Communications and awareness raising mainly based on online means and platforms.
Experience in planning and managing multiple aspects of communications and knowledge management within complex projects, including effective coordination with stakeholders. • Proven experience in developing and implementing knowledge management strategies, especially in international development or environmental projects. Familiarity with managing knowledge systems at both regional and national levels is desirable.
Experience in supporting multi-country or regional projects, working with various national teams, and understanding cross-country coordination dynamics.
Expertise in designing and executing communication plans, including the dissemination of project results, lessons learned, and case studies.
Ability to provide strategic advice on knowledge management and communications, particularly for project exit strategies, ensuring alignment with long-term goals and sustainable outcomes.

LANGUAGES
Fluency in English (both oral and written) is mandatory, with strong written and presentation skills. Proficiency in Russian is advantageous.
DESIRABLE QUALIFICATIONS
WORK EXPERIENCE
Relevant experience in Central Asia would be an advantage.
Previous experience in online and social media communication is advantageous. Experience working on communications and outreach related to sustainable development, environmental, and/or water resources management issues is desired.
Experience with UN and GEF projects is preferred.
Experience with global or regional projects, particularly those funded by organizations like the GEF and UNDP and familiarity with GEF branding requirements and UNDP writing manuals, including publication quality assurance processes, is preferred.
