Job Summary
The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation’s capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.
This position is in the Municipal Stormwater Branch of the Inspection and Enforcement Division (IED), Natural Resources Administration, Department of Energy and Environment. The Municipal Stormwater Branch is responsible for protecting water quality by inspecting facilities and infrastructure that may discharge pollution to the Municipal Separate Storm Sewer System (MS4). This position will serve as a lead inspector for all programs within the Branch, and shall assist the Branch Chief to develop, implement, and evaluate procedures for the inspection, compliance and enforcement activities for the MS4 and BMP maintenance programs. The incumbent will oversee and assist in drainage and inland flooding investigations. Including the assistance with the oversight of the day-to-day operations of regulatory compliance programs including prioritizing and assigning work, planning and leading investigations, and reviewing the work of other inspectors
Duties and Responsibilities
The incumbent in this s position will be responsible for interacting and collaborating with other DOEE divisions, District of Columbia Government, Federal Government, public and private organizations, and other stakeholders. They will assist in the planning, developing, and implementing an inspectional, sampling, investigatory, and enforcement program relating to specialized scientific and technical practices relating to one of the above environmental programs to protect human health and the environment from adverse effects of pollution. Including, designing and implementing analysis plans; collecting and analyze the environmental data and information. They will use the information to create and maintain databases and record relating to findings, conclusions and decisions.
Additionally, the incumbent will prepare inspectional and investigatory reports from facts and information gathered during field inspections and records review, and maintains database of findings, conclusions and decisions. This will include reviewing, analyzing, and evaluating sampling data and inspectional cases for sufficiency of documentation and supporting evidence. The evidence will refer conclusions to the supervisor for assistance in making enforcement or corrective action decisions. The incumbent will process a wide range of enforcement actions, including notices for violations, stop work orders, site directives, and serves as a witness in administrative and judicial hearings. Also, will develop documents required by the Department, including strategic plans, briefings, annual reports, and fact sheets. Develops and reports on performance measures. Plans and distributes projects and assignments to lower graded employees in such activities as field studies, inspections, surveillance, investigations, enforcement, public outreach and education. Ensures that work projects are completed within the designated deadlines and checks on the quality of the work. Responsible for training and direction of new employees in conducting compliance assistance, inspections and enforcement, use and calibration of equipment, use of personal protective equipment.
Qualifications and Education
Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.
Preferred Experience: The ideal candidate will be a subject matter expert with at least 8-10 years of professional experience and five years of experience in environmental compliance, stormwater management, or a related field. The preferred candidate has an in-depth knowledge of District of Columbia laws and regulations as they pertain to water pollution control and stormwater best management practices. The preferred candidate has the ability to manage and analyze data from a variety of software interfaces; experience using Geographic Information Systems, and the ability to interpret construction drawings and site plans. Finally the preferred candidate has excellent written and oral communication skills, the ability to work independently and manage multiple projects simultaneously.
License and Certification
Valid driver’s license required.
Working Conditions/Environment
The work is performed in an office and in the field. While at construction sites the incumbent is required to wear protective equipment. Compliance with health and safety regulations is required.
