Eligibility criteria
To be eligible for these research positions, candidates must meet the following criteria:
- Nationality:
- Must have Spanish nationality, the nationality of a member state of the European Union, or the nationality of states with treaties allowing free movement of workers within the EU.
- Age:
- Must be at least sixteen years old and not exceed the mandatory retirement age.
- Employment Status:
- Must not have been dismissed from public administration through disciplinary proceedings or be disqualified from public employment by a judicial resolution.
- Educational Qualifications:
- Must hold an official Doctorate in Physics, Earth Sciences, Civil Engineering, or a closely related field.
- For degrees issued outside the European Union, official certification of degree equivalence by the Spanish Authorities.
- Experience:
- Must have a minimum of three years of post-doctoral research experience within the last five years, relevant to the position.
- Language Proficiency:
- Catalan: Proficiency at C1 level, officially accredited by the Directorate General of Language Policy or equivalent.
- English: Proficiency in writing scientific reports and articles, and in participating in meetings and conferences. This can be evidenced by official accreditation or through authored scientific documents in English.
- Compliance with Legal and Ethical Standards:
- Must not be included in any of the incompatibility cases determined by current legislation.
- Willingness to request compatibility authorization or exercise the option provided in Article 10 of Law 21/1987 if appointed.
- Application Documentation:
- Must submit a complete application including a CV with ORCID/ResearchId, relevant certifications, and a detailed description of previous research activities.

Selection process
The selection process for these research positions at the Ebro Observatory Foundation will be conducted through a competition-opposition procedure, comprising the following phases:
- Application Submission:
- Interested candidates must submit their applications, including all required documentation, within 20 business days from the day after the publication of this call in the DOGC (Official Bulletin of Catalonia).
- Applications must be submitted through the designated online portal or in person at the Ebro Observatory Foundation’s headquarters.
- Initial Screening:
- The Selection Committee will review all submitted applications to ensure they meet the essential eligibility criteria.
- Candidates who do not fulfill these criteria will be disqualified from further participation in the selection process.
- Opposition Phase:
- This phase involves evaluating candidates through various exercises and interviews, with a maximum score of 100 points.
- Evaluation of Generic Competencies (20 points):
- Candidates will be assessed on their commitment to the organization and public service, analytical capacity, initiative, problem-solving ability, teamwork, and negotiation skills.
- This evaluation will be conducted through an interview with the Selection Committee.
- A minimum of 10 points is required to pass this evaluation.
- Evaluation of Specific Competencies (80 points):
- Candidates will be assessed on their specific knowledge and experience in hydrology and climate change, scientific programming, data analysis, and relevant research skills.
- This evaluation will be conducted through an interview and the review of submitted documentation.
- A minimum of 40 points is required to pass this evaluation.
- Competency Evaluation Details:
- Specific Knowledge (25 points):
- Topics include the continental water cycle, climate change impacts, remote sensing, and geophysical data analysis.
- Scientific Publications (5 points):
- Points will be awarded based on the number and impact of publications in high-impact journals.
- Relevant Experience (20 points):
- Evaluated based on experience in project management, international collaborations, and specific technical skills.
- Technical Capacity (20 points):
- Knowledge of programming languages (Python, Fortran), operating systems (Linux, Windows), and the SURFEX model.
- Other Merits (5 points):
- Includes grants, awards, recognitions, research stays, and training capacity.
- English Proficiency (5 points):
- Evaluated through official accreditation or part of the interview conducted in English and analysis of scientific publications.
- Specific Knowledge (25 points):
- Final Selection:
- Candidates who achieve the minimum required scores in both the generic and specific competencies evaluations will be ranked based on their total scores.
- The top-ranked candidates will be offered the positions, subject to verification of their credentials and final approval by the Ebro Observatory Foundation.
- Notification and Appeals:
- Successful candidates will be notified of their selection and provided with details regarding the next steps.
- Candidates may appeal the selection decision by filing a labor lawsuit with the Social Court within two months from the day after the publication/communication of the decision, following the procedures established by law.
