Description

Keeping Washington Clean and Evergreen 

The Water Quality Program within the Department of Ecology is looking to fill a Reclaimed Water Engineer (Environmental Engineer 5) position. This position is located in our Eastern Region Office (ERO) in Spokane, WA. Upon hire, you must live within a commutable distance from the duty station. 

Help protect, preserve, and enhance water quality in the State of Washington! In this senior-level position, you will serve as the section’s authority on reclaimed water use, overseeing the design, planning, and permitting of reclaimed water facilities. You will be responsible for the development of facilities that supply reclaimed water to replace potable water in non-potable applications. Your efforts will play a crucial role in supplementing existing surface and groundwater supplies, ensuring the state’s future water needs are met.

Telework options for this position: This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. This position will be eligible for up to an 80% telework schedule with the expectation of working in the office one day per week plus time in the field as needed.

What makes this role unique? 

This position offers an exciting opportunity to provide leadership, consistency, and expertise to promote, encourage, and expand the use of reclaimed water throughout the state. Your efforts will help the state’s rapidly growing communities to adapt and prepare for climate change and population growth, as well as accommodate its growing business and economic sectors.

This Reclaimed Water Engineering position will:

  • Lead the statewide, multi-agency Reclaimed Water Workgroup.
  • Ensure consistency in applying regulatory requirements during the design and planning of reclaimed water facilities.
  • Coordinate and navigate the complex and sometimes conflicting regulatory guidance and rules related to reclaimed water permitting and use.
  • Provide expertise in the design of treatment facilities required to produce reclaimed water, ensuring treatment system redundancies; removal of harmful bacteria, viruses, and other pathogens; and reduction in concentrations of pharmaceuticals and emerging chemicals of concern.
  • Offer consulting expertise in responding to questions and resolving issues regarding reclaimed water use, and the design, planning, and permitting of reclaimed water facilities.

Qualifications

Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
 

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent


Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

Required Qualifications:

  • Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington, AND
  • Five (5) years of experience in environmental engineering.
     

NOTE: Requirements for professional registration as an engineer in the state of Washington are eight years of professional experience (which may include up to four years of college-level engineering education) and successful completion of sixteen hours of professional licensing exams. Applicants qualifying through the licensing equivalency option must achieve professional registration as an engineer in the state of Washington within six months of appointment to this class.

Special Requirements/Conditions of Employment: 

  • Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington.

Knowledge of: 

  • Principles and practices of environmental engineering and wastewater and reclaimed water treatment.
  • Planning, design, construction, and operation of municipal and industrial wastewater treatment systems and reclaimed water treatment systems.
  • Research design and analysis.
  • Governmental health and pollution control agencies and laws at federal, state, and local levels. 

Ability to:

  • Develop and direct environmental research design, analysis and implementation.
  • Establish and maintain cooperative working relationships with other Professional Engineers, local, federal, and state officials, and other professional groups.
  • Mentor staff and train professional and lay personnel in environmental problems.
