JOB SUMMARY
Oversees water resource management and compliance, including conservation programming, permitting, and general regulated community affairs in support of the mission of the Edwards Aquifer Authority.
ESSENTIAL JOB FUNCTIONS
Plans, organizes, implements, and evaluates the water resource management and compliance policies of the EAA, including permitting of groundwater withdrawals and well construction, developing and implementing groundwater conservation initiatives, and enforcing regulatory requirements to ensure the effectiveness of the agency in fulfilling its statutory mission. Oversees and directs the administration of the EAA’s regulatory and non-regulatory policies aimed at managing, enhancing and protecting the Edwards Aquifer. This includes: (1) oversight of the administration of groundwater withdrawals and water-related transactions within the Edwards Aquifer water market; (2) regulatory oversight of well metering requirements, water use reporting, well construction, and general compliance with water quality rules; and (3) administration of conservation planning and programs, including the implementation of drought-related restrictions. Ensures and maintains collaborative and effective working relationships with stakeholders, external and internal, to effectuate the success of program and agency goals. Advises Executive staff on the development, interpretation, and application of EAA regulations and on matters related to overall objectives, critical issues, new concepts, and policy issues. Works with staff in formulating new or updated rules and long-range objectives. Participates in the establishment and achievement of short and long-range goals. Monitors progress made on short-term and long-term plans/projects that affect EAA operations. Performs assignments independently with minimal supervision and guidance on matters related to overall objectives, critical issues, new concepts, and policy positions. Develops recommendations for the General Manager. Works with outside contract consultants. Prepares the team budget and monitors expenditures. Supervises staff. Works under long-range administrative direction. Manages the work of direct reports providing guidance and motivation to drive maximum performance. Establishes overall direction and strategic initiatives for the given major function. Works collaboratively with others. Performs other duties as assigned by the supervisor.
REQUIREMENTS
Bachelor’s degree in water/natural resources management, natural resource policy, engineering, public administration, political science or a closely related field plus minimum of eight years of progressive responsibility of which five years must be performed in a managerial capacity or master’s degree plus a minimum of six years of progressive responsibility of which five years must be performed in a managerial capacity. Demonstrated knowledge of water policy, and the implementation of administrative rules. Strong strategic management skills with sound technical skills, analytical ability, good judgment, and strong operational focus and interpersonal relationship skills. Ability to explain complex technical issues in non-technical terms to the public. Strong research and analytical skills. Effective oral, written, time management and organizational skills. Ability to exercise initiative, independent judgment, and responsibility. Valid driver’s license and ability to operate a motor vehicle.
PHYSICAL REQUIREMENTS
Job performance requires: listening, seeing, sitting, talking; occasional reaching, grasping, lifting, handling, standing, stooping, walking, pulling or pushing, balancing and carrying of items with weights not exceeding 25 pounds; long workdays, irregular work hours frequently totaling more than 50 hours per week with high levels of stress due to short deadlines, special interest groups and executive requirements. Job is performed primarily in an office environment with infrequent trips to other offices and limited exposure to weather conditions.
