Objective and Purpose of the Assignment
The main objective of this assignment is to support the project implementing agency (IA) and build the
capacity of other government agencies. The Senior Hydropower Policy Expert (consultant) will assist the
IA and Asian Development Bank (ADB) in providing necessary capacity-building support in electricity
policy, environment, and social safeguard. The Expert will also provide support in other upcoming
investments in electricity generation, transmission, and trade from the policy advice perspective.
Scope of Work
The consultant will assist ADB and IA on various policy-related support and other related tasks.
Detailed Tasks and/or Expected Output
The consultant’s tasks will include but not be limited to the following:
• Review the existing environment act, rules and regulation, policies electricity bill and guidelines
and other relevant documents and develop offset strategies for biodiversity loss
• Identify some potential offset alternatives sites for Dudhkoshi storage hydro electric project
• Develop indicators for screening the potential sites for offset consideration
• Support the ministry and other concerned agencies in updating the hydropower master plan for Nepal
• Support in development of methodology for tariff calculation for storage projects,
• Develop strategies and actions for cross-border trade specially for exporting wet season energy to
India and Bangladesh
• Coordinate with senior management of government officials at Ministry of Energy, Water Resources and
Irrigation (MoEWRI), Nepal Electricity Authority, Electricity Regulatory Commission NVVN, and NTPC to
facilitate the trading of surplus power to India
• Support drafting of the MoU between two entities for facilitating the cross-border trade of electricity
• Organize meetings/workshops and serve as resource person as required
• Undertake any other task assigned by the ADB mission leader in relation to this project
Minimum Qualification Requirements
The consultant should have at least a Master’s degree in engineering, science or management with 18
years of general experience and 15 years of energy policy-related specific work experience and having a
good understanding of the Nepalese energy sector and relevant stakeholders.
Minimum General Experience: 18 Years
Minimum Specific Experience (relevant to assignment): 15 Years
