We are the well:fair Foundation (well:fair) and we are dedicated to providing people in the rural regions of Ethiopia, Kenya and Tanzania with access to water, sanitation, and hygiene (WASH), thereby laying the foundation for a life of health, education, and human dignity. Currently, our team consists of 14 committed individuals working towards realizing this fundamental human right. Our projects are being implemented by our WASH partners in the respective countries. As one of the first nonprofit foundations, we have established and externally certified a quality management system to ensure the professional, effective, and responsible execution of our foundation’s activities—both in Germany and in our project regions.

Well:fair is seeking experienced candidates specializing in Monitoring and Evaluation of Water, Sanitation and Hygiene (WASH) programming in international humanitarian and development settings to provide technical assistance towards the development of well:fair’s WASH strategy.
The consultant will collaborate with well:fair’s WASH Managers in Nairobi and Me’kelle and the WASH Coordinator in Germany to provide strategic and programmatic input towards the development of a WASH strategy. Tasks will include but are not limited to
- analysing internal documents that might inform a new WASH strategy
- proposing, researching and analysing external documents that might inform a new WASH strategy
- identifying core challenges to be addressed by a WASH strategy
- producing a key stakeholder mapping
- analysing existing baseline data on current status of WASH implementation in implementing regions
- proposing and reviewing secondary data of possible benchmarks
- preparing for the development of an implementation plan
- preparing for the development of a concurrent logframeThe consultant produces the results within a detailed report (in English) and submits the report together with all working documents and analysed as well as produced data. Primary quantitative and qualitative data collected throughout the process remains the property of well:fair foundation. Information and data must be used only with the owner’s consent.
The consultant may be further engaged to support in the preparation and the development of an implementation plan and concurrent logframe. Experience in developing WASH strategies and similar works with donor interests and priorities around WASH and development aid in protracted contexts strongly preferred.
TIMELINE & LEVEL OF EFFORT (LOE)
The final report is expected to be produced by the end of September 2024. Proposals therefore must be sent in by 23rd Aug 2024. SELECTION CRITERIA
Interested consultants will be expected to submit their technical and financial (in EUR) proposals based on the extent of work provided in this document. They must have:
- Proven technical expertise in WASH programming;
- Developed at least one strategy of a similar size (or larger) before;
- They are available for the assignment as per well:fair’s timelines;
- updated CV(s) that clearly spells out qualifications and experience in relation to this assignmentWell:fair will conduct interviews with shortlisted candidates.
