Background to Consultancy
| WaterAid Nigeria is implementing the Peri-Urban water and sanitation improvement project in Lagos State with funding from Microsoft Inc. The project seeks to increase access to safe, affordable, sustainable, and equitable climate resilient WASH services for 21,475 people residing in Ikorodu North. The project will combine a mix of service delivery and systems strengthening measures to achieve the following objectives: 1. Increase access to WASH services 2. Scale-up hygiene and sanitation behavioral change campaigns: 3. Strengthening government and community participation in WASH institutional governance Over three years, WaterAid aims to reach 19,230 people with water supply services and 1,430 people with sanitation services in target locations of Ikorodu North
According to report by the United Nations Intergovernmental Panel on Climate Change Climate (IPCC), continued climate change trends are projected to further impact the global water cycle, which include its variability and the severity of wet and dry seasons. These shocks and stresses, both foreseen and unforeseen, will affect the resilience of water systems and the stakeholders that rely on them. The Microsoft selected communities are not exempted from the vagaries of climate change. To this end WaterAid Nigeria seeks to recruit a consultant to conduct water resilience assessment of the communities and school of intervention to ascertain how vulnerable their water systems are to climate induced shock and stress with a view to mitigating or adapting to them. This is with the ultimate aim of training community stakeholders on early warning systems, disaster preparedness and response mechanism. |
Justification for Consultancy | WaterAid Nigeria’s Country strategic Aim 2 seeks to strengthen the resilience of WASH to climate change. This is vital to ensure sustained services following potential shock events, without which WASH infrastructure and behaviours become negatively affected. Hence the need to conduct a water resilience assessment in order to ascertain vulnerabilities to shocks and stress. This study will enable the development of coping/adaptation and mitigation strategies by communities in the event of extreme weather activities. Information gathered from this assessment will inform a subsequent training of community members on early warning signal, disaster preparedness, and response mechanism by the Consultant.

Communities/ Institution of Interest | The selected institution and communities where the study will take place are Farm Settlement Primary School at Odogunyan, Irepodun Ayegbami, Omigo, Arobiona, and Agbede Olusogbo. |
Methodology/ Scope of work | Utilizing the Water Resilience Assessment Framework (WRAF) or other internationally recognized tool, the successful candidate will prioritize Steps 1 and 2 of the 4 Step Framework. Under Step 1, the consultant will carry out the following tasks: · Define system boundaries · Define system components · Identify water status and trends · Identify drivers, shocks and stresses Under Step 2, the consultant will carry out the following tasks: · Consider a suitable resilience strategy · Identify key resilience characteristics · Develop resilience actions · Identify resilience indicators To successfully complete the assessment, special effort has be made to engage with the stakeholders who have the most impact on the water system and the water users most reliant on these resources, as well as the most vulnerable and frequently overlooked communities and stakeholders. The assessment will commence with a desk-study, reconnaissance and tools development. Following the completion of the assessment, the consultant will at a later time facilitate a training of Community Development Association, Youth groups, and women on early warning systems, disaster preparedness, and response mechanism. |

Deliverables | · A technical report detailing actions completed in Steps 1 and 2 above and the results therein. The report will clearly articulate strategies or actions that the target communities can take to reduce vulnerabilities. · Training content for communities on objectives 2 above. |
Consultancy management | The WASH Manager Microsoft Project, with guidance from the Head of Lagos Program will be responsible for the management of this consultancy |
Time frame
| This consultancy is for 14 days within July 2024 |
Mode of payment (Reimbursement) | 1. 50% upon submission of satisfactory inception report detailing methodology, and tools, and 2. 25% upon submission of satisfactory draft final reports 3. 25% upon submission of final report |
Terms and conditions for qualification | To effectively execute this consultancy, WaterAid Nigeria is seeking to engage the services of the following Expert: A PHD holder in Environmental Engineering/sciences, Geography, Geographical information sciences, Geologist, Hydrogeologist, Water Engineer or a Civil Engineer with a minimum of 5 years post qualification experience. Alternatively, An MSc. Holder with 10 years post qualification experience. |
