Minimum Qualifications

NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Twelve years of experience in developing and analyzing policy, developing strategies, and implementing programs dealing with environmental issues related to ocean and lakes on a regional, state, or national level. Experience must have included resolving differences among stakeholders through consensus and partnership building; evaluating programs, regulations, and laws; and coordinating the implementation of multiple programs and projects.

Substitution:
A bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

NON COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
Non-Competitive Promotion (NCP) Qualifications: To be eligible for NCP, candidates must be in the Department of State promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as an Ocean and Lakes Policy Analyst 1. If 3 or fewer qualified Department of State Ocean and Lakes Policy Analysts respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Ocean and Lakes Policy Analyst 1s without further examination.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

The minimum qualifications for NCP appointment are:
One year of permanent, contingent permanent, or 55 B/C service as a Ocean and Lakes Policy analyst 1

OR
A bachelor’s degree AND ten years of experience in developing and analyzing policy, developing strategies, and implementing programs dealing with environmental issues related to ocean and lakes on a regional, state, or national level. Experience must have included resolving differences among stakeholders through consensus and partnership building; evaluating programs, regulations, and laws; and coordinating the implementation of multiple programs and projects. Four years of the experience must have been in a management capacity.

Substitution:

A bachelor’s degree in ecology, biology, coastal biology, coastal management, oceanography, limnology, geology, environmental science, natural resources management, resource economics, ecosystems management, watershed management, environmental policy, or ocean sciences may substitute for one year of the required experience. A master’s degree in the same fields may substitute for two years of the required experience.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Ocean and Lakes Policy Analyst 2 position the Department of State may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Ocean and Lakes Policy Analyst 2 exam and be reachable for appointment from the newly established eligible list.

55 B/C QUALIFICATIONS

Duties Description

The Ocean and Lakes Policy Analyst 2 duties in the Office of Planning, Development and Community Infrastructure will include but are not limited to the following:
• Plan, Organize and mange work of staff to develop and implement a statewide program that utilizes and ecosystem-based approach to managing uses and resources in both New York State and the Great Lakes and Mid-Atlantic coastal regions.
• Prepare policies, procedures, guidelines, standards, and other criteria to implement the program.
• Facilitate inter-jurisdictional participation and collaboration to identify and address issues that transcend political or other boundaries, including local, state and federal officials, academia and advocacy groups.
• Assesses and facilitates resolution of operational or policy issues. Evaluates and resolves issues and conflicts between scientific and technical partners to produce positive results.
• Serves as a New York State’s representative to MARCO, the Northeast and MidAtlantic Governors organization, and other multi-state and international organizations.
• Oversees staff interactions with local and tribal governments and state and federal agencies to fully represent the diverse interests of the Ocean and Great Lakes Program and maintain a working knowledge of other OPDCI programs.
• Direct staff in the performance of project development, project reviews, and outreach activities with officials of local governments and communities to assist with planning and development activities that promote advancement of the State’s coastal policies, especially in areas of economic development, ecosystem health, and community well-being.
• Represent and advocate for DOS with outside partners to advance and improve programs and initiatives to support the Ocean and Lakes Program.
• Direct review and evaluation of legislation, regulations budgets, programs, and policies.
• Participates in public hearings and represent DOS on regional boards and commission having responsibility formulating or modifying policies and program priorities.
• Establish and maintain effective relationships with public and private interest groups and officials.
• Represents OPD at meetings, on boards etc.
• Testifies at Federal and State hearings on matters regarding ecosystem health and policy.
• Provides day-to-day supervision and directions to OLPA 1 positions and other subordinate staff on a project of team basis to ensure effective program development, service delivery and administrative operations:
o Determine and oversee work assignments to ensure they are completed in accordance with the set deadlines and prescribed measures and/or benchmarks.
o Identify training needs and arrange for provision of training for staff to enhance and/or develop skill sets.
o Review, monitor, and evaluate staff performance via completion of performance evaluations and probations reports as appropriate.
