Clarification from the agency

The Pacific West Region is recruiting for TEMPORARY seasonal positions not to exceed 6 months (1,039 hours) work in a service year. Dates of employment will vary depending on funding, weather conditions and visitation. Within regulatory limitations, the length of initial appointment may be shortened or extended depending on work availability and funding.

Duties

Redwood National Park is unique among national parks in that restoring previously logged areas is one of the goals of the park. Currently the park is working on a landscape scale restoration project, called Redwoods Rising, with partners from Save the Redwood League and California State Parks. This project consists of reopening old logging roads to allow access to the second-growth, variable density thinning of the second-growth to promote old growth characteristics, full slope recontouring, removal of logging roads and daylighting streams that have been buried for 60-80 years.

General duties include:

  • Collect and Compile Hydrologic and Water-Quality Data in the field using various techniques and instrumentation.
  • Operate, calibrate, maintain and troubleshoot electronic water quality/quantity data recording devices.
  • Use databases and other software to input, organize, and summarize data.
  • GS-06 Only: Leads/Trains volunteers and other technicians in field data collection.
  • GS-06 Only: Performs Quality Control program work.

Physical Demands: The work is partially sedentary with prolonged standing, walking, and bending often required. Heavy items (e.g., equipment up to 50 pounds) must be lifted or moved on a routine basis.

Working Conditions: Work is performed in both an office setting, which is typically well lighted and ventilated, and in the field, where the incumbent may encounter adverse weather conditions, steep or uneven terrain, and other nuisances.

The typical seasonal entry-on-duty period for Redwood National and State Parks is early December 2024 but can be variable during due to weather conditions, project needs, or funding.

Redwood National Park is located on the northern most coastline of California. The project area consists of 7,000 acres of Prairie Creek, a coastal stream that feeds into Redwood Creek. The Pacific Northwest climate is best described as a Mediterranean climate consisting of cool, wet winters and warm, dry summers. Summers are mostly dry, but fog is common, and temperatures rarely get above 75o F. Winters are generally wet, with approximately 55 inches of precipitation a year and an average temperature of 50o F. The hill slopes are moderate to steep and often include down wood or remnant logging slash which makes traversing the terrain an arduous activity. Vegetation is comprised of second-growth forest that’s dominated by Douglas-fir, with lesser amounts of coast redwood and Sitka spruce.

Qualifications

All qualifications must be met by 11:59 EST on the closing date or when the ‘applicant cut-off’ is reached (which may be sooner than 08/05/2024).

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications:

EXPERIENCE: One year of specialized experience equivalent to the GS-04 grade level in the Federal service (obtained in the public or private sector) such as Technician or aid work in engineering, earth, physical, or natural science, forestry, soil conservation, or surveying; Trades or crafts work in maintenance or construction of facilities or equipment related to hydrology; Drafting; or Construction estimating. This experience should have included research or control program work; water quality sampling; measuring stream or river discharge; and scientific data collection. You must include hours per week worked.
-OR-
EDUCATION:
Successful completion of a full 4-year course of study leading to a bachelor’s degree with (a) major study in an appropriate field of science, engineering, construction, or industrial technology, or (b) that included at least 24 semester hours in any combination of courses such as engineering, industrial technology, construction drafting, surveying, physical science, biology, or mathematics. You must include transcripts.
-OR-
Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take number of semester hours (or equivalent), in excess of the first 60 semester hours earned towards your degree and divide by 60 semester hours (or equivalent). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include hours per week worked and transcripts.

To qualify for this position at the GS-06 grade level, you must possess one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors), such as Technician or aid work in engineering, earth, physical, or natural science, forestry, soil conservation, or surveying; Trades or crafts work in maintenance or construction of facilities or equipment related to hydrology; Drafting; or Construction estimating. This experience should have included research or control program work; water quality sampling; measuring stream or river discharge; and scientific data collection; perform quality assurance and quality control measures on large datasets; training or leading others in data collection. You must include hours per week worked.
-OR-
EDUCATION: Successful completion of one year of progressively higher-level graduate education leading to a master’s degree or equivalent graduate degree with a major study in a directly related field such as an appropriate field of science, engineering, construction, or industrial technology. You must include transcripts.
-OR-
Combination of specialized experience and education as described above. Note: In combining education with specialized experience for the GS-06 requirements, only graduate level coursework that is directly related to the work of the position counts towards the specialized experience required. For this substitution at GS-06, one half year (9 semester hours) is equivalent to six months of specialized experience. For example, six months of specialized experience as described above (50% of the experience requirement), and 9 semester hours of graduate coursework (50% of the qualifying education) totals 100% of the requirements and meets the qualification requirements for GS-06 grade level. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location. Please annotate your application to reflect that you are applying as a CTAP/ICTAP eligible. If you are selected for Federal employment, you will be required to fill out a Declaration of Federal Employment, OF-306, prior to being appointed to determine your suitability for Federal employment and to authorize a background investigation. Failing to answer all questions truthfully and completely or providing false statements on your application may be grounds for not hiring you, or for firing you after you begin work. Also, you may be punished by fine or imprisonment (U.S. Code, Title 18, section 1001). }}?

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
