Description : | GGGI Senegal is inviting eligible firms/entities to submit their proposals for the following scope of work: PROJECT BACKGROUND: With financial support from the Bill and Melinda Gates Foundation, GGGI is implementing the ” Promoting Citywide Inclusive Sanitation through Climate Resilience in West Africa” project in Senegal, Burkina Faso, and Cote d’Ivoire. This investment is a second phase, after a pilot investment in Nepal and Senegal, which aimed to understand the potential of GGGI to support policy, planning, and investment development that includes sanitation in the climate resilience and green growth agenda. This second phase, in line with the Government’s direction in the target countries, is, therefore a follow-through action in terms of mainstreaming sanitation into the national policies through the upcoming revision of NDCs. Increasing the attractiveness of the sanitation sector for climate finance remains challenging, and raising the profile of sanitation in the NDC with accurate estimation and a corresponding action plan will strengthen the case for more climate financing. Further, phase 2 will explore investment opportunities by conducting project pre-feasibility studies combining sanitation with solid waste and exploring sustainable business models to attract investments. Knowledge sharing will be a strong component of phase 2, focusing on West Africa. The project aims for the following outcomes: • Outcome 1: Enhanced understanding of climate-resilience opportunities in the sanitation sector in the region by strengthening the platform for sharing and knowledge approach to further the sanitation narrative. • Outcome 2: Mainstreamed sanitation into national/local strategy, MRV system and updated NDCs. • Outcome 3: Disseminated innovative and climate-friendly sanitation technologies suitable for local markets in the target countries. OBJECTIVE OF THE ASSIGNMENT: The scope of the assignment is to explore the existing innovative sanitation technologies that exist globally, to assess their level of technical maturity as a climate solution (for both mitigation and adaptation), and their sustainability and financial soundness and social viability for their development in the Africa context, specifically in our target countries (Senegal, Cote d’Ivoire, Burkina Faso, Kenya, Zambia and Uganda). The technologies to be assessed must address at least one of the segments of the sanitation value chain, from household or communal toilets, collection and transport of sludge, treatment and reuse, without compromising the operation of other segments. PROPOSED ACTIVITIES: The consultant shall conduct the indicative following activities: – Design and implement methodology and data collection tools relevant to the mission. – Conduct an in-person survey in the target countries (Côte d’Ivoire, Senegal, Burkina Faso) to identify and map the existing household and communal sanitation technologies. – Conduct a global survey to identify and map the relevant innovative climate-resilient sanitation technologies. – Assess the relevance of each technology against the criteria mentioned above and rank the assessed technologies. – Conduct interviews with relevant stakeholders to identify stakes, gaps, barriers, challenges, and prospects for the industrial development of innovative sanitation technologies in the Africa region. These stakeholders include government entities, private sector, technology developers, potential technology adopters, financial institutions, regional WASH organizations, NGOs, etc. – Conduct market analysis and market research in the target countries and develop a business model, including sensitivity analysis, for market penetration of the most suitable technology. – Conduct cost-benefit analysis of the top 5 climate resilient sanitation technologies promising for being adopted on the Continent. – Develop two project concept notes targeting climate financing institutions. – Facilitate the engagement with technology developers for learning trips and exhibitions during the AfWASA congress in Kampala in February 2025. – Undertake the necessary travels to collect data where necessary and present and defend the findings of the study to project’s stakeholders in the three countries and regional GGGI partners. IMPORTANT TIMELINES: The tender submission deadline is 22 August 2024, 16:00 pm KST (Korean Standard Time). The ‘Opt Out’ functionality will also be available throughout the duration of the tender process.
