Job Description:

The Program Specialist I, under general supervision, will work as a member of a team providing leadership and support for various watershed assessment and planning and other water resource research projects and programs statewide. This position will primarily support projects and programs through water quality and quantity monitoring data collection and to a lesser extent, geographic information system-based analysis. Other project/program support activities will include data management, drafting data assessment reports, presenting technical information to the public, and managing project activities and deliverables. Initially, the successful applicant will participate in and eventually lead and support program and grant proposal development to secure extramural funding.

Responsibilities:

  • Plan, prepare for, and perform water sample collection, streamflow measurements and field data collections
  • Conduct data and equipment management and maintenance activities
  • Gather and assess watershed-based data to establish a needed understanding of current conditions to convey to stakeholders
  • Apply current and new geographic information system techniques to assess and evaluate water resource issues and management scenarios
  • Manage project activities to ensure timely completion of deliverables, efficient spending and effective project completion
  • Maintain effective communication with TWRI administration regarding research initiatives and project development
  • Represent TWRI at local, national, and international meetings to disseminate research findings and network with peers in the field
  • Work with TAMUS administration and faculty; research and Extension personnel; federal and state agencies; non-profit organizations; personnel with other universities, centers, and institutes; and other partnerships to plan and develop projects and grant proposals to address critical Texas water issues
  • Support other related water management programs underway or under development at the TWRI
  • Provide support to TWRI workshops and meetings across the state
  • Mentor TWRI students to support project activities
  • Other duties as assigned.

Required Education and Experience:

  • Bachelor’s degree in Hydrology, Water Management, Agricultural Science or closely related field

Preferred Education and Experience

  • Masters degree in degree in Hydrology, Water Management, Agricultural Science or closely related field
  • At least two years of data assessment and analysis experience with experience in project/program and watershed management related activities.

Required Knowledge, Skills and Abilities:

  • Excellent written and verbal communication and information delivery skills
  • Excellent computer-based data assessment and modeling skills
  • Working knowledge of MS Office Suite
  • Working knowledge of water monitoring systems and experimental design
  • Ability to work outdoors in potentially inclement weather conditions
  • Ability to work independently with minimal supervision
  • Ability to multitask and work cooperatively with others
  • Ability to lift moderately heavy objects and exert heavy force
  • Ability to interact effectively with varied groups including the public, agricultural interests, city and county officials, non-profit and environmental advocacy organizations, river authorities and water resource personnel from Land Grant Universities and state and federal agencies
  • Ability to travel statewide as necessary to perform salaried job duties
  • Ability to work beyond normal business hours as job duties require
