Job Summary 

The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation’s capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.

This position is in the Natural Resources Administration, Regulatory Review Division. The incumbent serves as an environmental protection specialist plan reviewer in the Stormwater and Green Area  Branch.  Which includes reviewing design plans submitted as part of the construction permitting process. Applicants submit these plans to demonstrate compliance with District law, especially related to erosion and sediment control, stormwater management, and the green area ratio (GAR) program. The incumbent will analyze pertinent data to determine the specific performance requirements for sediment control, stormwater management, and GAR best management practices. Additionally, the incumbent meets with applicants and their agents to review concept plans and subsequent submissions and to advise on compliance questions. This may include site visits during review and construction. Including coordination with DOEE’s Inspection and Enforcement Division, the Department of Consumer and Regulatory Affairs, DC Water, and the District Department of Transportation.

Duties and Responsibilities

Reviews applications for various approvals and permits, including engineering plans, permits, registrations, certifications, and licenses, and determines whether to approve or deny the same, in accordance with established scientific, engineering, and regulatory standards, criteria, and procedures. Participates in interagency and intergovernmental meetings to address environmental matters; and conducts public participation activities, including participation in restoration advisory boards, public workshops, public meetings, and public hearings.

Assists in developing technical displays, including charts, graphs, statistical tables, and other aids for use by Department officials in conferences, community programs, and for reports and studies. Presents to the public and the regulated community on environmental issues and concerns. Participates in developing federal grant applications and ensures that grant conditions are followed. Assists in preparing annual work plan, monthly, quarterly, mid-year, and annual reports. Assists in developing and reporting on performance measures. Performs other related duties as assigned.

Qualifications and Education 

Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.  To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.

Preferred Experience: A subject matter expert with an in-depth understanding of the District’s policies regulating the design of green infrastructure and Low Impact Development. The candidate should have strong writing and oral communication skills, field experience, and a valid driver’s license. The preferred candidate will possess a degree in a civil or water resources engineering, landscape architecture or a related field.

 License and Certification

Incumbent is required to possess a valid driver’s license.

The work is performed in an office which is an adequately heated, lighted, and ventilated and in the field.
