The successful candidate will provide specialized professional work in floodplain management and flood mitigation planning, as well as technical assistance to communities and other state agencies. The successful candidate will be customer-focused, detail-oriented, and a strong technical writer. Strong time management, problem-solving, and communication skills are essential for this position. Please be advised that this position is grant-funded and is contingent upon continued funding. The position has been grant-funded since 1999, however, it will cease to exist if the funding is discontinued.

Hours: 8-5, Monday – Friday.

Job location is the 245 Fallbrook Blvd., Suite 201. 

Examples of Work

Performs assignments under limited supervision as directed by his/her supervisor including:

Providing floodplain management program technical assistance to communities on floodplain permitting, adoption and implementation of floodplain management ordinances, basic flood insurance questions, administrative procedures, and impacts of floodplain mapping on floodplain management.

Providing flood risk information using Flood Insurance Rate Maps, Flood Insurance Studies, flood risk products, and other information.

Assisting FEMA in maintaining National Flood Insurance Program (NFIP) databases.

Maintaining the Floodplain Management Section’s correspondence file system.

Preparing outreach materials to help communities communicate flood risk to the public.

Maintaining the floodplain management website, databases, and repositories.

Assisting with Risk Mapping, Assessment, and Planning (Risk MAP) projects, including working with communities to identify and complete mitigation actions, tracking mitigation actions in FEMA’s tracking tool, coordinating and leading Discovery, Consultation Coordination Officers, Public Open House, and Resilience meetings, providing NFIP information to NeDNR mapping staff, and regularly answering project questions from community officials and the public.

Assisting with outreach and training efforts including demonstration of the section’s flood model.

Participating in and conducting meetings as they relate to grant activities.

Assisting co-workers and supervisors in the performance of duties and maintaining working relationships with cooperating agencies and the public.

Requirements/ Qualifications

Minimum Qualifications: Bachelor’s Degree in the physical sciences, natural sciences, environmental science, geology, biology, agronomy, civil engineering, environmental engineering, mechanical engineering, chemical engineering, hydrology, community and regional planning, or a related field. Experience may substitute for education or a year-for-year basis. 

Other: This position typically works 8 AM to 5 PM, Monday thru Friday. Occasionally, this position is required to work a flexible schedule to provide technical assistance and trainings during the evenings and on weekends. Overnight travel is required less than 10% of the time. The timing and amount of travel may vary depending on workload needs. 

Knowledge, Skills and Abilities 

Knowledge of: flood mitigation planning and project development; floodplain management; the principles of technical writing; effective communication; public speaking and outreach; hydrology and hydraulics; FEMA’s Flood Insurance Rate Maps and Flood Insurance Studies. Skilled in using: ESRI GIS software and the Microsoft Office Suite. Ability to: prioritize tasks; be detail-oriented; solve complex problems; interpret regulations; work with local, state, and federal agencies; and work independently. 

Understaffing Qualifications / Requirements

REQUIREMENTS: Associates Degree in the physical sciences, natural sciences, environmental science, geology, biology, agronomy, civil engineering, environmental engineering, mechanical engineering, chemical engineering, hydrology, community and regional planning, or a related field OR two years of work experience in a related area.
