Job Duties

The Northern Regional Office (NRO) seeks a qualified candidate to serve as a Water Quality Planner, a position responsible for carrying out water quality management activities in accordance with the Clean Water Act and the Virginia State Water Control Board regulations. The position provides project management and technical support for the development of Total Maximum Daily Load (TMDL) Reports for impaired waters on the 303(d) List and for associated TMDL Implementation Plans. Coordinates the public participation process during TMDL development and coordinates with local watershed stakeholders to promote watershed management planning in support of water quality goals. Coordinates with the Central Office of DEQ and staff of other state agencies, non-governmental organizations and other stakeholders involved in the TMDL process. The position also supports development of the regional 305(b)/303(d) water quality assessment and impaired waters integrated report and coordinates water quality planning functions with other Regional and Central Office programs. Must be sensitive to public attitudes and concerns while effectively carrying out the agency mission. 

Minimum Qualifications

  • Knowledge and/or experience in environmental science and policy, aquatic ecology, biology or related field.
  • Knowledge and/or experience with reading, interpreting, and applying policies, guidelines, regulations, and laws, especially as related to state and federal water quality management such as Total Maximum Daily Loads (TMDL).
  • Knowledge and/or experience of point and nonpoint pollution sources and related water quality impacts and corrective strategies.
  • Knowledge and/or experience in water quality modeling and statistical data analysis and interpretation.
  • Ability to read, interpret, and properly apply complex policies, guidelines, and regulations and analyze and interpret water quality data
  • Ability to evaluate technical documents.
  • Ability to manage multiple concurrent assignments.
  • Ability to work independently as well as collaboratively in a team environment to meet deadlines.
  • Ability to express complex ideas and concepts clearly and concisely, and to communicate effectively both verbally and in writing, with a diverse audience, including a variety of stakeholders and public.
  • Computer literacy in word processing, spreadsheets, GIS and database management.

Additional Considerations

A combination of education, training, or experience with major course work in environmental science, environmental engineering, natural resources management or in a related field.
