The IBRD is preparing a lending operation that will facilitate the production of green hydrogen (GH) within the hydrogen hub in the Complex of Pecém (Ceará). The lending operation is focused on enabling shared infrastructure to lower the production cost to enable green hydrogen become a economically viable pathway to decarbonize hard-to-abate sectors; both locally and internationally. As a shared resource; water has multiple user groups; but is also essential in the production process of green hydrogen when produced via electrolyzers. Ensuring water supply is reliable; cost effective and of the desired quality is a key consideration for potential GH producers.; whilst also not impacting adversely on other user groups. Given that Ceará is a semi-arid region and is expected to incur longer and drier periods due to climate change; the IBRD is seeking a consultancy or consortium to assess the long-term supply of water to the Complex of Pecém via (1) re-used water; and (2) desalination.The assessment should consider a techno-economic analysis of water supply via (1) re-used water; and (2) desalination; in addition to assessing the environmental and social regulations and impacts.
