The Government of Albania has received from the International Bank for Reconstruction and Development (hereby referred to as World Bank) a loan in the amount of US$80 million to support the Ministry of Infrastructure and Energy (MoIE) to implement the Clean and Resilient Environment for Blue Sea Project which aims to reduce pollution from land-based sources into the aquatic environment in selected areas of the South-West Coastal Belt[1] of Albania. The focus on pollution reduction and prevention measures will include investments in grey and green infrastructure and in human capital for behavior change to address (a) improved and integrated management of municipal waste – including plastic waste – to move towards a more circular economy in the Vlora South-Gjirokaster Waste Zone and (b) water pollution from point sources, specifically untreated sewage, and NPSs such as sediment and runoffs from manure in the Vjosa River Basin.
This Request for Expressions of Interest refers to the need for an Local Individual Water and Sanitation Engineer for the Program Coordinating Unit (PCU). The objective of this assignment is to support AKUK to improve sanitation services and reduce/control point source pollution of waterbodies within the Vjosa river basin.
She/He will support in the expansion of the sanitation infrastructure, including sanitation facilities and management.

This is a full time assignment and the activities described in these TORs shall complete within a period of 12 months following the signing of the consultancy contract, with the option of renewal for the IPF implementation period, based on satisfactory performance.
The consultant should have:
- University and master’s degree in civil, hydro, or environmental engineering with a specialization in water infrastructure and management, or other related disciplines;
- A minimum of 10 years of overall professional experience as civil/hydro/sanitary engineer in the water system supply sector;
- The demonstrated experience with project financed by the World Bank will be considered an advantage;
- Experience in planning, design, implementation and supervision of sanitation facilities/infrastructure and sewage treatment plants (STP) will be considered an advantage;
- Computer Skills (GIS, CAD, MS Project, Office or equivalent);
- Experience in operation and management of water utilities will be considered an advantage;
- Proven knowledge of English language;
- Excellent written and verbal communication skills;
Applicants that fulfil the qualification requirements will be further evaluated based on the below criteria:
1. General Qualification – 30 points
2. Adequacy for the assignment – 60 points
3. Language – 10 points
The service will be selected under the provisions of the World Bank Procurement Regulations for Borrowers under Investment Project Financing” dated July 1, 2016, revised on November 2017, August 2018, November 2020 and September 2023, based on the method of Selection of Individual Consultants (IC) under a time based contract.

[1] Coastal belt is defined in the 2030 Integrated Cross-Sectorial Plan for the Coastal Belt of the GoA. It has four contiguous zones that extend deep into the hinterland, cover the Vjosa River Basin, and stretch from Orikum to the Greek border. See Map 4.2 in annex 4.
