Arghyam is a charitable organization set up in 2005 with an endowment from Rohini Nilekani with the vision of Safe Sustainable Water for All. Over the last 18 years, Arghyam has supported Govt and civil society organizations in 140 projects in 22 states across the country in diverse areas of groundwater, springs, water quality and rural sanitation. The work and body of knowledge generated by partnerships has shaped policy narratives, launched national and state level programs while directly impacting the lives of over 6 million people. Arghyam also runs the India Water Portal, an open knowledge bank for the sector with over 8 million readers.

Climate change will primarily be felt by humanity through water. The impact of climate change on water resources will lead to reduced freshwater availability, alteration of rainfall patterns, rising sea levels and saltwater intrusion, degraded water quality, impact on sanitation & health resulting in huge socio-economic impacts. These will be felt primarily by the most poor and vulnerable population. There is an urgent need to work towards climate resilience with a focus on water, at scale.

Arghyam’s approach for achieving its vision is to work on strengthening government systems using technology to implement participatory water security programs at scale.

About the Position

Arghyam is seeking a dynamic and dedicated Project Manager to oversee the successful implementation of strategic initiatives taken up by Arghyam in Assam under the Jal Jeevan Mission. The Jal Jeevan Mission (JJM) is a flagship program by the Government of India aimed at providing Functional Household Tap Connections (FHTCs) to every rural household by 2024. It focuses on ensuring sustainable water supply infrastructure, enhancing water quality, and promoting water conservation practices. The mission also emphasizes community involvement, capacity building, and the adoption of innovative technologies to achieve its objectives.

The role involves rolling out new technological, operational and capacity building solutions to achieve the desired outcome of functional household tap connections, conducting monitoring, learning and evaluation (MLE) activities, and coordinating with various stakeholders, including government entities and civil society organizations (CSOs).

Your role as a Project Manager will be at the heart of innovation and developing proof of concepts for JJM Assam in achieving the JJM vision of safe sustainable domestic water to all rural households across the state.

Positioned within the JJM Assam team in Guwahati, this role offers a rare chance to closely engage with government operations while driving a high-impact technology initiative forward.

Responsibilities

1. Project Implementation and Management

  • Co-create the design for the sandbox in consultation with the JJM Assam officials and various CSOs working on different aspects of Piped Water Supply schemes.
  • Lead the rollout of onground solutions that positively impact the O&M, source sustainability and capacity building outcomes.
  • Test and lead the rollout of innovative ideas within the sandbox, ensuring alignment with project goals and desired outcomes.
  • Manage day-to-day operations of the sandbox project, ensuring timely and effective implementation of activities.
  • Provide support in rolling successful solutions at scale.

2. Monitoring, Learning & Evaluation (MLE)

  • Collaborate with 3rd party vendors to support in planning and implementing a comprehensive MLE framework tailored to the sandbox project.
  • Collect, analyze, and report data to assess the effectiveness and impact of project interventions.
  • Utilize data and insights to continuously improve project strategies and outcomes.

3. Stakeholder Coordination

  • Engage with government officials, CSOs, and other key stakeholders to foster collaboration and support for the sandbox project.
  • Facilitate regular meetings and communication with stakeholders to ensure alignment and address challenges.
  • Act as a liaison between the project team and external partners, ensuring smooth coordination and cooperation.

4. Strategic Partnerships and Networking

  • Identify and cultivate strategic partnerships with government bodies, technology providers, NGOs, and funders to enhance the project’s impact.
  • Represent the organization and the sandbox project at various national and state-level platforms, sharing insights and promoting collaboration.

5. Knowledge Management and Capacity Building

  • Contribute to the development of templates and tools for concept notes, proposals, financial and narrative reports, and evaluations.
  • Build the capacity of project staff and partners in using MLE tools and systems.
  • Ensure proper documentation and dissemination of project learnings and best practices as part of the planned playbook.

6. Innovation and Design

  • Diligently scout for new ideas to enhance project outcomes and drive innovation in the Sandbox.
  • Be actively involved in the designing of the sandbox.

Skills and Qualifications

Skills

  • Stakeholder Management: Proven ability to manage relationships with government officials, CSO leaders, and other key partners.
  • Project Management: Strong organizational and project management skills to handle multiple tasks and priorities effectively.
  • Analytical Skills: Ability to analyze data, draw insights, and apply findings to improve project outcomes.
  • Collaboration: Ability to work collaboratively with diverse stakeholders and navigate complex environments.

Qualifications

  • Experience: Minimum of 5- 8 years of experience in project management and MLE, preferably in the not-for-profit sector and with governments, with a focus on technology-driven solutions.
  • Education: A Bachelor’s / Master’s degree in public policy, public administration, or a related field.
  • Technical Knowledge: Familiarity with digital technologies and their applications in social sector projects.
  • Passion for Water Security: A deep commitment to addressing water security challenges and improving community resilience. Should have experience of working in the water sector.
  • Language: Proficiency in Assamese, Hindi and English.
