Objective and Purpose of the Assignment

The expert is required to undertake the design, procurement and construction management of solar power
facility for the water supply facility under ADB’s Developing Resilient Environment and Advancing
Municipal Services (DREAMS) project for WASA Rawalpindi. The consultant will be a part of the City
Implementation Unit Rawalpindi. The main objective of the consultant will develop the design, support in
procurement and supervise the construction of this solar power facility

Scope of Work

Scope of Work
The role and responsibility of the position entail the following: (i) Supervision of all activities of
the subprojects for the water supply including climate components, review designs and proactively ensure
that all requisite information is available to the contractor before the execution of the contract; (ii)
Develop and implement surface water management plans, including watershed and stormwater management
plans, to maintain and improve water quality and quantity; (iii) Conduct hydrological analyses and use
computer models to evaluate the impacts of land use changes, development activities, and climate change
on surface water resources; (iv) Identify problems and opportunities for the provision, operations and
management of a sustainable water supply system in the project areas; (v) Follow up and liaison for any
changes required in design or any other emergent requirements during the construction phase; (vi) Assist
contractor in management and implementation of WS projects and subprojects on cost effective basis; as
well as in the preparation of the O&M procedures and manuals for DREAMS – I projects; (vii) Conduct
technical assessments of water distribution systems to identify areas of water loss and develop
strategies to reduce NRW; analyze and interpret data related to water consumption, water pressure, and
other factors that contribute to water loss; develop and implement NRW reduction plans, including leak
detection and repair programs, pressure management, and system rehabilitation; (viii) Regularly review
promoted leaks and the outstanding work basket and provide assistance to the network services alliance
team to ensure leak repairs are scheduled and delivered to achieve optimal performance; (ix)
Participation in the proposed community engagement plans and consulting with any Stakeholder Committees
that may be established during the subproject implementation; (x) Reviewing existing studies, documents
and other information available and performing any task entrusted by Resident Engineer.

Detailed Tasks and/or Expected Output

Deliverables

He / she will be mainly responsible for assistance to Engineering Design consultants from PCU’s side but
not limited to the following:
i. Undertake a review of cost estimates and financial models for capital investments.
ii. Evaluate service operators’ performance including carrying out sampling and data collection, analyze
data and test results to assess facility performance to meet public health requirements.
iii. Prepare findings of reviews and recommend improvements and modifications whenever required
including reviewing the service providers response and determine if the advice, comments, and issues
raised have been adequately addressed by consultant firms.
iv. Ensure compliance with relevant national and international standards and guidelines.
v. Ensure Quality, Health, Safety, and Environment (QHSE) requirements are being appropriately included
in design and operational plans and satisfy compliance of the law.
vi. Participate in PCU and CITs capacity building training as needed.
vii. Developing asset management strategies, plans and implementation programs, incorporating life cycle
asset management.
viii. Provide specialized knowledge and expertise in water supply and sanitation systems and
technologies. Offer guidance and advice on best practices, design standards, and appropriate
technologies for the project.
ix. Conduct assessments and studies to identify the water supply and sanitation needs of the project
area.
x. Assess the feasibility of proposed interventions and provide recommendations for project
implementation.
xi. Contribute to the planning and design of water supply and sanitation infrastructure. Undertake a
review of process operation and maintenance of water supply network and treatment plants, sanitation
system of respective project sites, including feasibility studies and engineering designs to determine
compliance status of the facilities with the international standards and requirements of the regulatory
authorities. Prepare technical specifications, drawings, and other documentation for water supply and
sanitation infrastructure when required.
xii. Undertake a review of centralized and on-site domestic and/or commercial wastewater management
practices including fecal sludge management and wastewater treatment plant feasibilities and engineering
design.
xiii. Ensure accuracy, completeness, and adherence to applicable standards.
xiv. Monitor and supervise the implementation of water supply and sanitation infrastructure works.
xv. Through / with other consultants, conduct quality inspections, ensure compliance with
specifications, and address any technical issues that arise.
xvi. Liaise with relevant stakeholders, including government agencies, community groups, and other
consultants.
xvii. Coordinate and collaborate with stakeholders to ensure effective project implementation and
stakeholder engagement.
xviii. Develop and implement monitoring and evaluation mechanisms to assess the performance and impact
of water supply and sanitation interventions.
xix. Review / verify the collected data, analyze results, and prepare reports on the progress and
outcomes of the project.
xx. Prepare technical reports, progress updates, and other documentation related to water supply and
sanitation activities.
xxi. Contribute to project documentation and provide technical inputs for reporting requirements
Perform any other tasks that may be assigned from time to time by Project Director

Minimum Qualification Requirements

16 years of Bachelor’s or Master’s Degree (higher degree is preferable) in Hydrogeology,
Civil/Environmental Engineering, or a related field.
A minimum of 10 years’ experience in planning designing and execution of WSS activities, and preferably
5 years proven work experience and skill in water supply schemes in developing countries with a deep
understanding of the hydrologic cycle, water quality regulations, and the technologies and methods for
water treatment and distribution.
Strong communication skills, both oral and written, and the ability to communicate technical information
to non-technical audiences.
Ability to work independently and as part of a team, with a strong attention to detail and the ability
to prioritize tasks.
