The Broward County Board of County Commissioners is seeking qualified candidates for Program/Project Coordinator – Water Conservation Coordinator to support the Natural Resources Division.

Paid Parental Leave

The successful candidate will be responsible for building and fostering relationships with Broward County municipalities and public utilities; managing the Broward Water Partnership Interlocal Agreements – Conservation Pays program; and managing the program’s marketing and outreach vendor contract to ensure outreach programs and campaigns attract rebate applicants; coordinating with partners on contracts and invoicing. The position will manage and process rebate applications; provide excellent customer service to rebate applicants; provide monthly rebate performance reports; convene quarterly partner meetings; coordinate county-wide water conservation education and outreach activities in collaboration with Broward County municipalities and their water utilities. The position supports updates to the Division’s website and develops social media content for the Division’s social media platforms.

Additional activities may include grant writing and grant management, developing and presenting educational content and outreach materials about water conservation, conducting public speaking to groups, and participating in weekend events to promote water conservation programs such as the County’s Annual Water Matters Day. 

This position has emergency responsibilities to support the Resilient Environment Department in the event of emergency activation.

Minimum Education and Experience Requirements
Requires a Bachelor’s degree from an accredited college or university with major coursework in business, public administration or closely related field.
(One year of relevant experience may be substituted for each year of required education.)

Requires two (2) years experience in a staff or administrative capacity managing special projects, programs or business operations appropriate to the area of assignment or closely related experience.

Special Certifications and Licenses Required
Must possess and maintain a valid Florida Class E driver’s license based on area of assignment.

Preferences

Two years of experience in contract management

Two years of experience in marketing

Three years experience in developing environmental education programs and training programs

Two years experience in environmental outreach

Two years experience in creating social media content specific to water conservation

Environmental Educator Certification

LEED Green Certification

Master’s Degree in Biology, Planning, Environmental Sciences, Science Education, or related discipline. 

Multilingual (speak, write, read) skills

Experience providing direct customer service for County/City programs and services

Professional experience in ESRI Arc GIS

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Coordinates and manages all aspects of the Conservation Pays Program for the Natural Resource Division’s Water Conservation Program. 

Coordinates and manages all aspects related to the marketing and outreach vendor contract for the Conservation Pays program, including contracts, budgets, invoices, and reviewing draft campaigns and reports. 

Creates and maintains performance/production reports, and analyzes and interprets data, including data from application database, marketing and outreach vendor provided data, and data from local, state and federal agencies.

Develops policies, procedures and guidelines for the Conservation Pays program. 

Promotes and assesses agency programs and services; cooperatively plans and implements programs and community-wide special events.

Implements funding opportunities, including advertising and marketing, and researches potential grant opportunities; develops grant proposals to secure funding from federal, state, local, and/or private sources; oversees the coordination, preparation, and submission of grants to ensure compliance with established Broward County policies and procedures; manages and tracks grant budgets.

Monitors and supervises maintenance of Conservation Pays records and documentation.

Acts as administrative liaison among various County operational and administrative functions related to Conservation Pays program.

Performs environmental outreach planning and develops and implements environmental outreach projects.

Disseminates water conservation information to the public. 

Performs related work as assigned.
