Objective and Purpose of the Assignment
In order to meet Cambodia’s water and urban development sector long-term needs, ADB has proposed the
Multitranche Financing Facility (MFF) modality for the proposed Climate Resilience Urban Services
Improvement Investment Program. The MFF modality is justified, since (i) it will establish the
foundation for 8 to10 year partnership between ADB and the Government; (ii) it combines interrelated
physical and nonphysical investments; (iii) it allows for investments to be phased; (iv) MPWT and MISTI
have developed strategies for future development of water supply and sanitation sectors with estimated
financing needs and plans (v) the investment program, is backed by a clear policy framework and
underpins a sound investment program.
The proposed investment program will contribute to climate adaptation by conducting a risk assessment to
the project elements in the urban and water sector that are vulnerable to extreme weather and future
climate change. During program preparation the following activities will be conducted: (i) a detailed
climate change and disaster risk assessment and hazard mapping that will be prepared based on published
flood maps; (ii) review of climate-related studies in Cambodia; (iii) climate simulation models and GIS
models to identify hazard exposure under future conditions. Adaptation options will then be explored for
each element identified as vulnerable. Climate proofing will be incorporated in the project design and
corresponding additional costs will be calculated.
Furthermore, the proposed investment program will contribute to climate mitigation by following the
Multilateral Development Bank’s (MDB) “Common Principles for Climate Mitigation Tracking”. The proposed
investment program will account as climate mitigation finance components: (i) that result in
considerable GHG emission reduction; (ii) investments in more efficient sanitation and solid waste
management (SWM) technologies which demonstrate to reduce emissions; and (iii) estimate additional
electricity usage and convert it to CO2 emissions using the applicable grid emission factor.
Scope of Work
The consultant will provide advisory support to the ADB project team and other project preparation
consultants in preparing the MFF. The consultant will also be tasked to advise ADB’s government
counterparts on his level of expertise, with specific focus on water resources and climate adaptation
measures.
Detailed Tasks and/or Expected Output
The tasks:
(i) The expert will support the preparation of Climate Resilient and Water Secure Cities Investment
Program (CRWSCIP) and to work and collaborate with other consultants recruited to support the proposed
investment program preparation.
(ii) Review and provide advice to the ADB team on the proposed project climate adaptation components
during concept note stage as well as during draft RRP package preparation.
(iii) Review and provide advice to the ADB team on the proposal submitted by the agency that will carry
out an assessment of water resource and climate change assessment to support the development of CRWSCIP
(iv) Review reports/outputs submitted by the agency specified in point (iii), provide feedback and
advice for the improvement of the reports/outputs (if needed) to ensure that these are in compliance
with the proposed CRWSCIP scope and design.
(v) Based on the assessment results suggest relevant climate adaptation measures into the proposed
project, including latest technologies with an emphasis on nature-based solutions.
(vi) Provide advice to ensure the integration of resilience interventions in the proposed CRWSCIP design.
(vii) Provide advice to ensure water security measures are reflected in the proposed CRWSCIP design.
(viii) Other tasks that may be assigned by ADB PTL.
Expected outputs:
- Reviews on proposals/reports on water resources assessments and climate change assessments
- Contribution of the proposed project concept note and draft RRP package.
- Other reports as required by ADB.
Minimum Qualification Requirements
The Consultant should possess the following qualifications and experience:
• A degree in civil engineering, environmental science, climate science, natural resource management, or
any other related fields.
• At least 7 years of relevant experience.
• preferably with at least 5 years experience in ADB financed projects
• Experience in international best practices and ADB frameworks
• Experience in working with government agencies, NGOs, and local communities on urban and water supply
and sewerage projects in Southeast Asia preferred.
Minimum General Experience: 10 Years
Minimum Specific Experience (relevant to assignment): 7 Years
