Water Resources Business Analyst

The Water Resources & Civil Infrastructure Group within Sustainability & Energy Management in LBRE is responsible for operation and maintenance of roads, bridges, dams, storm drainage, sanitary sewer, and the water distribution systems and is currently recruiting for a newly created Business Analyst position.

What you will do in this role:
- You will continue development and implementation of water systems operations and use data collection, analytics and reporting processes and tools, working with the Water/Civil Group staff. The effort includes thorough review of metering data configuration, data flow continuity and categorization to facilitate trending, billing, reporting, and formulation of templates for documenting system changes, use variances/reports, and data adjustments.
- You will continue development and implementation of water systems operations and use data collection, analytics and reporting processes and tools, working with the Water/Civil Group staff. The effort includes thorough review of metering data configuration, data flow continuity and categorization to facilitate trending, billing, reporting, and formulation of templates for documenting system changes, use variances/reports, and data adjustments.
- Analyze and document current water business, operation, and financial procedures, such as invoicing and PO vendor payment process, EBS utility billing functions/process, Oracle eAM (Enterprise Asset Management) for asset programing and preventative maintenance.
- Work in partnership with Finance & Administration and SEM Business Systems focusing on water database communications and other related items.
- Collaborate in UAT water application testing before go live of water applications such as Watersmart, LBRE-IT applications, EBS utility billing updates/patches, oBI reporting upgrades, mobile eAM application enhancements and eAM upgrades/patches.
Create reporting solutions based on business process and data use for Water Resources & Civil Infrastructure.
Conduct monthly water use and wastewater in EBS, the utility billing system. Collect, review, and administer billing system data. Responsible and accountable for entering, updating, correcting water use data into database system such as EBS. Create new meter sites, meter changes/updates, site removals, manual read/input. Verify water ITRON water metering management information. Download and upload monthly meter read data to/from handhelds and EBS Utility Billing System. Develop eAM asset management systems information into eAM, create PM activities and routes, create, and assign PM schedules.
Specific Duties:
- Perform technical work associated with a wide variety of analytical data and fulfill routine to customized, single and multi-data sources’ information requests.
- Using Python using Pandas, matplotlib, and NumPy and their applications for data analytics:
- Review existing scripts created by cross-functional teams and understand the logic behind the scripts.
- Propose enhancements to the existing scripts better suit the ever-changing reporting needs
- Develop new scripts for new processes and reports once an understanding of the data is developed
- WaterSmart integration / MDI Process for OSI PI
- ADS/XiO
- Using SQL:
- Understands joins, unions, CTEs, aggregation
- Similar to above where reviewing and understanding existing scripts created by cross functional teams
- WaterSmart/MDI (all of the Python scripts have a SQL component to them as the billing system is being queried for the meter information)
- Running various reports
- Write queries to fulfill reporting requirements
- Ad-hoc reports for the conservation team to identify and verify meter sites and their attributes.
- Work with Engineering to get the meter age based on metadata change dates in the data base
- Analysis using Python
- Transforming unstructured data (JSON/XML) into structured data
- Transforming Itron supplied readings in XML format into a tabular format for validation. Supports SUI Business Systems efforts in the integration.
- Transforming JSON API returns from our external SCADA vendor into a tabular format for review and eventual storage in the database
- Data analysis, visualization, validation, and cleaning for time series data using Python
- While working on the data transformations, being able to validate, clean, and provide proof of concept visualizations to possible stakeholders as there are times that this is exploratory data rather than a full project.
- Support with Watersmart / external vendor integrations
- Understand and maintain existing scripts/logic behind queries to support the technical team that developed/maintains the automated integration
- Exploratory data analysis
- Explore existing data sources and identify possible new reporting solutions to create holistic data stories
- Billing
- Develop SQL queries for billing variance report reviews and streamlining of validation processes

To be successful in this role you must bring:
- Bachelor’s degree and three years or relevant experience or a combination of education and relevant experience. Experience in a quantitative discipline such as economics, finance, statistics, or engineering.
- Knowledge of software systems design and operating principles including business process mapping, system architecture, business rules development, database design, database administration, and other functions required to create and sustain operations of modern computerized business processes for the university facilities management and utilities industry.
- Knowledge of project management principles and practices, especially as related to development of computerized business processes.
- Knowledge of computer system capabilities, business processes and workflow.
- Understanding of the software development life cycle.
- Experience with enterprise applications and understanding of database driven applications.
- In-depth knowledge and experience using and applying analytical software, database management system software, database reporting software, database user interface and query software, and data mining software.
- Demonstrated ability to collect data using a variety of methods, such as data mining and hardcopy or electronic documentation study, to improve or expand databases.
- Intermediate statistical ability.
- Ability to manage multiple activities in a deadline-oriented environment; highly organized, flexible, and rigorous attention to detail.
- Ability to use logic to calculate data; efficiently construct a database or scrutinize the form of a question.
- Ability to work with data of varying levels of quality and validity.
- Demonstrated ability to produce data in a clear and understandable manner meeting user requirement.

The expected pay range for this position is $92,000 – $115,000 per annum.
