Context
UNICEF is supporting the Government of Guinea-Bissau, in collaboration with its partners, to promote child rights, knowledge, behavior and social change for children, with particular focus on disadvantaged communities. The adaptation of mWater and other data management tools to improve program monitoring for UNICEF Guinea Bissau brought to light numerous possibilities of application. The progressive use of these tools for now program monitoring triggered a raising call for its use to support project and sector statistics e.g., Monitoring System for the Ministry of Education. These tools, if effectively used, are intended to increase the efficiency of service delivery to the population. It is the case of the use of mWater tools for statistics and monitoring of vaccines, vaccination coverage and community vaccination promotion and as the main monitoring program for Water, Sanitation and Hygiene (WASH) program in Guinea-Bissau. UNICEF has been progressively investing in adolescent and youth engagement including programming with and for adolescents to help them develop and reach their full potential. The purpose of this vacancy is to give the opportunity to young recent graduates to build the skills, assets, and competencies they need to make a successful and productive transition to professional life. In line with the UNICEF 2022-2025 Strategic Plan and the Office Country Programme Document 2022-2026, the UNICEF Guinea-Bissau Country Office is recruiting a National UN Volunteer, Data Training and Field Officer for WASH and Nutrition interventions to scale up, equity and coverage based on field evidence from all regions of Guinea Bissau. The incumbent’s work will help accelerate at the community level the reduction of stunting in children under five and promote the elimination of the practice of open defecation by supporting evidence generation and use for planning rational investment of limited resources with health area managers and school inspectors.
Task description
Under the direct supervision of the WASH Specialist acting as Head of WASH and in close collaboration with Programme Officers from WASH and Nutrition, the National UN Volunteer Specialist, Data Training and Field Officer will undertake the following tasks: • Support timely gathering of valid and reliable data from national and subnational partners to inform decision-making on equity-based scale-up of WASH and Nutrition interventions across all regions of Guinea Bissau in support of the UNICEF Country Programme within the United Nations Sustainable Development Cooperation Framework UNSDCF for 2022-2026. Special attention is required for tracking the implementation of progress towards the Elimination of Open Defecation Key Results for Children (KRC#8). • Undertake WASH and Nutrition data quality assurance through effective digital data management and strengthen the use of digital data collection systems, in particular, mWater, by WASH and Nutrition programs teams of counterpart ministries and UNICEF. • Support field digital data collection, data entry, quality assurance, and data analysis for and entry for UNICEF real-time monitoring initiatives, in particular mWater and other tools, such as (Rapid Pro, Kobo Toolbox, U-Report and DHIS-2), using SPSS, ACCESS, Power BI and other data analysis software for the WASH and Nutrition intervention in the field. • Support the management of digital platforms that UNICEF uses for real-time data collection for essential social services supporting partners during implementation mainly mWater and other tools. Adapt the digital platform as additional data needs become necessary. • Support UNICEF WASH and Nutrition programme teams to generate analytical reports with area-specific bottlenecks for developing responsive bottleneck removal strategies for planning. • Generate data visualization maps and infographics based on mWater and, others IT platforms or Apps such is (DHIS, Kobo toll box, PowerBI etc.) and other data sources used by UNICEF Guinea Bissau for use in donor reports, advocacy briefs, sitreps, etc. • Plan and implement regular induction and refresher training on required data and use of digital data collection tools for government and NGO partners for the WASH and Nutrition programs. • Support the design and implementation of ad-hoc surveys, and the related data analysis, with regional health and education managers to address specific challenges identified locally.

Required experience
3 years of experience in data analysis and visualization, working in Water, Sanitation and Hygiene implementations. • Experience working with mWater platform or similar data management tool is an asset. • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Working Knowledge of English or French and Portuguese in required. Working knowledge of Crioulo or other local languages is as asset. • Have affinity with or interest in WASH, volunteerism as a mechanism for durable development, and the UN system.

Living conditions and remarks
The position will be based in the capital, Bissau. Living conditions in Bissau are comfortable; however, residents must make concessions due to the tropical climate and under-developed infrastructure, including health facilities and schools. Bissau is a relatively safe place to live in, with violent crime incidents very rare. However, single females should exert vigilance if moving alone during the dark and it is best advised to move in groups. The biggest hazards relate to traffic accidents, hence utmost care should be exerted when in traffic, especially when riding a motorbike. There is fair a range of housing options in Bissau located within easy reach of the UNICEF office. Houses or apartments are usually of normal standards. All basic commodities can be bought in Bissau and its immediate vicinity.
