Project Description

The purpose of the anticipated the new USAID Water Security Activity in the Philippines is to advance the Philippines’ water security goals to foster more resilient communities, ecosystems, and economy. This proposed activity will support the Government of the Philippines in fulfilling the country’s water security goals and will partner with public, private, and local stakeholders to contribute toward the shared goal of improved water security in selected provinces.

Position Description

The Deputy Chief of Party – Technical will be responsible for supporting the Chief of Party (COP) and leading all technical aspects of the activity. This position will additionally provide oversight on field activities and oversee the technical team. This position will report to the COP.

This position will be based in Manila, Philippines.

Position is contingent upon award and funding.
Responsibilities

  • Lead all technical aspects of the activity, including providing oversight on field activities, monitoring progress, and supporting any technical reporting in close coordination with other technical and operations leads and the Chief of Party.
  • Oversee activities to strengthen overall water security planning and implementation including WASH services delivery, water resources management, and WASH governance at national to local levels in collaboration with the Philippine government at multiple levels, private sector players, service providers, civil society representatives and other stakeholders in water security.
  • Liaise and coordinate with various Philippine government agencies and development partners at the national, provincial and local levels to align priorities and objectives with current policies and activities and to leverage resources and investments.
  • Ensure al contractual deliverables and reporting requirements are met and in compliance with contractual requirements and U.S. federal regulations.
  • Support activity leadership tasks from internal management to client relations to ensure activity implementation.
  • Perform other duties as assigned.

Qualifications

  • Bachelor’s Degree and 12 years of experience, Master’s degree and 10 years of experience, PhD and 6 years of experience, or equivalent combination of education and experience.
  • Demonstrated progressively responsible experience and expertise in the implementation of large and complex projects relating to water security, safe water, water sanitation, or other relevant water programming.
  • Five (5) years of progressive senior management experience on international donor programs of similar size with strong skills in strategic planning, management, supervision, procurement, and budgeting. Demonstrated experience managing technically, operationally, and geographically diverse teams.
  • Demonstrated experience working with counterparts at various levels of government, private sector leaders, and other stakeholders within water security, safe water, water sanitation, or other relevant water programming.
  • Excellent communication and interpersonal skills. 
  • Demonstrated managerial skills.
  • Advanced fluency in English required.
  • Ability to work throughout the Philippines.
