Climate Change Adaptation expert (Full-time)

Job Description: The individual will need to:
- Be a well-rounded expert in the Climate change, particularly familiar with adaptation strategies and impacts in sectors such as water, urban, agriculture, health etc. in India/Asia.
- Collaborate with different teams, build relationship with other teams at RTI supporting in implementation on various climate projects.
- Responsible for high quality project delivery to ensure client satisfaction.
- Client and engagement management throughout lifecycle of the project to deliver within budget and timelines.
- Build and have existing strong relationships with donors, philanthropic organizations and private sector.
- Support the Business Development function to build climate portfolio in India.
- Lead and mentor a team of mid-level and junior resources
- Lead and support delivery of ongoing co-benefit project (detailed below) will be an immediate priority.
About the project: RTI is working on a donor funded project to measure climate adaptation co-benefits in Agricultural, Urban/Rural Infrastructure and Water sectors. The objectives of the assignment are:
- to design a framework cum methodology to identify, measure, assess and evaluate the indicators for the 3 sectors that can account climate co-benefits with a focus on adaptation;
- Apply climate lens, develop climate co-benefits methodology and calculate adaptation co-benefits of schemes in 3 partner states (Himachal Pradesh, Tamil Nadu and Uttar Pradesh).
Project Specific activities to be priortized in consultation with client :
- Contributing to overall assignment deliverables and project communication with the client.
- Analyze the state of play in specified sectors: Agriculture, Infrastructure, and water in the mentioned states.
- Assess the current priorities in the adaptation space aligning with the SAPCC and SDGs, priorities.
- Study and analyze the existing and potential implementation mechanism, framework for adaptation measures in the above-mentioned sectors and states.
- Study the state and national policies and strategies active in the region vis a vis adaptation measures keeping a focus on the sectors as mentioned above.
- Support Stakeholder consultation with nodal departments, NGOs, private sector and other relevant stakeholders to map the key gaps in the implementation at grassroot level (1 in each state)
- Analyze and evaluate the relevant climate co-benefits approaches which could be implemented in the mentioned states.
- Review existing Institutional setup and mechanism that delivers and support the activities related to Agriculture, Infrastructure and Water.
- Development of methodology and framework for the above-mentioned sector for measuring adaptation co-benefits
- Development of M&E framework including identifying key indicators/ parameters to measure the climate co-benefits in the sectors: Agriculture, Water and Infrastructure.
- Support in conducting a few pilots on the methodology and framework developed for above mentioned sectors and states.
- Developing a roadmap for nationwide adoption of the tested methodologies
Qualifications & Experience:
- Education/training: Post Graduate degree Climate Change studies/ Natural Resource Management / Environmental Engineering / Hydrological Sciences / Geological Sciences / other relevant subjects such as economics/finance/urban studies
- Language: Good business language skills in English and Hindi
- General professional experience: At-least 8 years of professional experience in the Climate Change / agricultural, water, rural, health and urban infrastructure and allied sectors, policy advocacy, quantitative data analysis using technical, financial and economic data and outreach.
- Specific professional experience: At-least 6 years of professional experience in projects dealing with climate change. Work experience in data analysis and climate co-benefits in one or more sectors is highly desirable
- Regional experience: At-least 5 years of experience in projects in India in project design and management
- Development cooperation (DC) experience: At-least 5 years of working experience on DC projects working with bilateral, multilateral and philanthropic organizations.
Skills and Personality:
- Excellent communication skills.
- Ability to work in a fast-paced environment and deliver under pressure.
- Ability to prioritize conflicting requirements.
- Advanced analytical skills and excellent writing capability
- Self-motivated and capacity to function with limited supervision.
- Working with Government entities at centre and state level is required. Previous experience in one or more of Tamil Nadu, Himachal Pradesh and Uttar Pradesh is desirable.
- Team player and collaborative style is desired as the selected individual will have to work with a range of colleagues and stakeholders.
