REQUEST FOR EXPRESSIONS OF INTEREST
Assignment Title: Consultancy Services for Preparation of (1) City-wide Inclusive Sanitation (CWIS) Plan and Feasibility Study for Battambang and Pursat Municipality; (2) Detailed Engineering Design and Construction Supervision for Improvement in Wastewater Management and Sanitation for Ta Khmau, Battambang and Pursat Municipalities; and (3) Communication for Uptake of Sewer Connections and Uptake of Fecal Sludge Management Services

1. The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance (MEF) and the Ministry of Public Works and Transport (MPWT) and Ministry of Industry, Science, Technology and Innovation (MISTI) has received a Credit in the amount of USD163 million equivalent from the International Development Association (IDA) toward the cost of the Water Supply and Sanitation Acceleration Project (WASAC) with the closing date of December 28, 2029, and intends to apply part of the proceeds for the captioned consultancy services.
2. The Consulting Services (“the Services”) include the following activities: (i) preparation of a city-wide sanitation (CWIS) plan in the Battambang and Pursat municipalities, (ii) Feasibility Study for sanitation investments (including wastewater and fecal sludge management based on the inclusive sanitation plan) in the Battambang and Pursat municipalities, (iii) Communication program for Community Uptake of Sewer Connections and s Fecal Sludge Service in the Ta Khmau, Battambang and Pursat municipalities, and (iv) preparation of Detailed Engineering Design, bidding document, and construction supervision for the Ta Khmau, Battambang and Pursat Wastewater subprojects

4. The Project Management Unit-2 (PMU-2) within MPWT now invites eligible consultant firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
– The Consultant firm or firms in the case of a joint venture, must specialize in sanitation systems design, construction supervision and contract management.
– The Consultant firm or firms should have a minimum of 15 years of international experience in the water supply and sanitation sector and have completed at least 2 similar assignments in the last 7 years.
– Experience in Cambodia or in Southeast Asia and Pacific region at least 1 similar assignment; and knowledge of World Bank procurement procedures and contract management issues is desirable.
– Experience of developing communication for uptake of sewer connections at least 1 assignment is desirable.
– Experience of developing non-sewered fecal sludge management systems at least 1 assignment is a plus.
5. Key Experts will not be evaluated at the shortlisting stage.
6. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
7. The Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) procedures set out in the World Bank’s “Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing (hereinafter referred to as “Procurement Regulations) Fifth Edition, September 2023.

9. Expressions of Interest shall be submitted in hard copy (compulsory) along with a soft/electronic copy and with a submission letter which clearly indicates the assignment title and reference number (MPWT-CS-01/QCBS) to the address below no later than 19 July 2024 before 15:00 pm (Cambodia local time).
