SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

ABOUT THE MISSION

Solidarités International operates via one mission in three countries, Syria, Türkiye and Iraq, with very diverse programs. The mission is managed per hub since 2024, the Western Hub covering North-West Syria (NWS) and Türkiye from Amman and the Eastern Hub covering North-East Syria (NES) and Iraq. Overall the mission employs 350 staff, implementing a large diversity of programs adjusted to each context.

In NES, SI is one of the leading agencies in the WASH sector, responding to emergencies, protracted situations and recovery needs. The strategy is complemented with a significant FSL component, addressing market rehabilitations, business development and agriculture. SI is operational in Raqqa & Hasskeh Governorates.

In NWS, SI operates in Idleb and Nothern-Aleppo with large WASH programs, with a focus in camps settings for IDP populations, and rehabilitation programs, especially after the earthquake. SI also responds to new emergencies, including regular displacements, natural disasters and epidemics.

In Iraq, SI works in Ninewa and Kurdish Republic of Iraq with recovery programs, restoring livelihoods of displaced populations via business development and mitigating the impact of climate change and water scarcity.

In Türkiye, SI began operations with a Turkish partner working with CSOs in areas affected by the earthquake to restore their capacities after this natural disaster, focusing in particular on Hatay province.

ABOUT THE JOB

General objective:

To drive the development and implementation of Solidarités International’s WASH strategy, ensuring the quality, relevance, and alignment of WASH activities with local community needs while coordinating project cycles and enhancing operational monitoring for effective program implementation. Additionally, to contribute to knowledge sharing and improvement of WASH methods and techniques within Solidarités International.

The main challenges:

  • Establish new communication lines adapted to the new organizational chart (Hub structure)
  • Quickly engage on strategic design and assessments to prepare next proposal season

Priorities for the 2/3 first months:

  • Support lessons learned exercises on Market based approach
  • Support implementation of BHA and ECHO projects in NES, especially related to innovative activities (solarization of boreholes)
  • Support WASH activities under AFD project (Iraq), more particularly related to pilot activities on water resources management
  • Anticipate proposal season, together with MEAL Co, and launch assessments in September.

YOUR PROFIL

Education / academic background:

Degree in:

  • Water Resources Management
  • Civil Engineering with a focus on Water and Sanitation
  • Environmental Engineering
  • Public Health with a specialization in Water, Sanitation, and Hygiene (WASH)
  • International Development with a concentration in WASH programs
  • Community Development with a focus on WASH interventions

Specific skills and experience:

  • A first experience in the humanitarian sector
  • 3-4 years of experience on a similar position
  • Be technically competent in emergency WASH and Stabilisation infrastructures; WASH facilities, Waste management and hygiene promotion.
  • Demonstrated experience in WaSH Sector including water distribution, construction and rehabilitation of WASH facilities, Waste management and hygiene promotion.
  • Be technically competent in emergency WASH and Stabilisation infrastructures;Able set and support the PMs in the definition of the technical standards.
  • Be able to work with diverse stakeholders to develop consensus;
  • Know how to present ideas effectively and clearly while listening and acknowledging others’ perspectives and views;
  • Demonstrate an understanding of the international humanitarian response and coordination mechanisms, and humanitarian reform;
  • Have a strong command of humanitarian principles and how to apply these;
  • Able to develop SI WaSH strategy and to translate complex strategies in operational implementation;
  • Understand the links between emergency response, recovery, and the transition to development/stabilization;

Language:

  • Fluency in English, both written and verbal is mandatory;
  • Arabic language is a strong asset for the position

SI WILL OFFER YOU

A salaried position:

According to experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem. The perdiem rate will depends on where the candidate will be based (for Hassake  700 USD a month; Erbil: 750 USD a month).

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

The candidate will be based either in Hassake or in Erbil. Hassake requires quite strict security rules. Both in Erbil and in Hassake, there are opportunities to socialize, go out. Living conditions are comfortable. The candidate will have his own room, and well-equipped common areas.

SECURITY:

Security inside NES is volatile and justifies specific arrangements for accommodation and displacements in the areas of intervention. While the context of Iraq is less volatile than in NES, restrictions of movement in Iraq may occur punctually and can lead to delays in some activities, in particular in Ninewa governorate.
