Utility Management Specialist for Water and Wastewater Sector Climate Change Adaptation Activity

Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a potential Utility Management Specialist position on a USAID-funded program in Egypt. This is a full-time position based in Cairo for the life of the project (anticipated four years).

Position Description/Summary:

USAID/Egypt is in the process of designing a new multiyear activity to support the Government of Egypt (GOE)’s climate readiness of the water and wastewater sector to ensure sustainable and quality service delivery. Specifically, this activity seeks to enable resilience of utilities by supporting a set of complementary activities that: (a) improve understanding of gaps and vulnerabilities of the sector; (b) strengthen planning and management to absorb shocks caused by climate change at national and utility levels; and (c) improve operational performance by integrating adaptation strategies into existing planning and operations.

The Utility Management Specialist will be responsible for improving climate resiliency of water and wastewater utilities through the development (or updating) and implementation of business and other plans, with a primary focus on organizational strengthening and performance enhancement through improved, asset management, billing and collections, energy efficiency, water savings, finance mobilization and other measures.

Responsibilities:

* Collaborate with key stakeholders to formulate or update , implement, and monitor climate responsive business plans that align with the service providers’ strategic objectives and investment planning;

* Oversee market research and analysis to identify opportunities for climate sensitive process improvements within the utility ;

* Drive and support organizational change initiatives, ensuring smooth transitions and effective communication throughout the process;

* Develop and maintain robust internal control procedures to safeguard assets, ensure compliance with regulations, and mitigate risks;

* Monitor utility financial performance, identify areas for cost optimization through water and energy efficiency measures, and implement strategies to achieve financial savings targets, and mobilize external financing;

*Develop and implement effective strategies for timely and efficient billing and collection of utility payments;

Qualifications:

* Bachelor’s degree in Business Administration, Finance, or a related field. Advanced degree or professional certifications (e.g., CPA, CMA) is a plus;

* At least 10 years of relevant professional experience in water and wastewater utility management, business planning, and organizational change;

* Strong analytical and problem-solving skills, with a keen attention to detail;

* Experience implementing approaches to climate change adaptation (theory and implementation) in the Egyptian water and wastewater sector. * Understanding of  water and wastewater utility operations and processes, including but not limited to:engineering and production, asset management,  internal controls, audit, data management and SCADA, billing and collections ;

* Effective communication and collaboration skills to work with cross-functional teams and external stakeholders;

* Proven leadership, team management, organizational, and writing skills;

* Professional fluency in Arabic and proficiency in English is required;
