FEASIBILITY ASSESSMENT AND CITY-WIDE INCLUSIVE SANITATION PLAN FOR NAMPULA CITY

The Government of Mozambique, through the Ministry of Public Works, Housing and Water Resources (MPWHWR) has received funding from the World Bank toward the cost of the Mozambique Urban Sanitation Project (P161777), being implemented in five (5) target Cities, namely Nampula, Quelimane, Beira, Tete and Maputo, and it intends to apply part of the proceeds for Consultancy Feasibility Assessment and City-Wide Inclusive Sanitation Plan for Nampula City.

The scope of Services (“the Services) for the consultancy will include but not limited to review and update the existing Design for Nampula City Sewerage System developed in 2011 (– Assess, review and update the recommendations of the feasibility study on the sewerage component, ii – Review and adjust the designed priority works (sewerage network and WWTP. Ensure that the network capacity is aligned with the updated sewerage projection), iii – Update the project Environmental and Social Impact Assessment (ESIA), the Environmental and Social Management Plans (ESMP) and the Resettlement Action Plan to respond to the changes on the actual local conditions and the eventual adjustments on the detailed design of the proposed priority works, iv – Ensure that the bidding documents reflect the scope of the reviewed priority works and the environmental and social safeguards and v – Conduct the supervision services of the construction works to achieve the main goals). The National Directorate of Water Supply and Sanitation (DNAAS) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Potential Consultants will be shortlisted and requested to submit their Proposals in accordance with the ToR. In summary the shortlisted firms are required to: (i) be a reputable Civil Engineering Consultancy & Environmental and Social Impact Assessment firm with at least 15 years of experience in the sanitation engineering studies and project design, (ii) be a firm with at least 10 years’ experience in Sub-Saharan African Countries, (iii) have at least 15 years’ experience in conducting Environmental and Social Impact Assessments, Environmental and Social Management Plans as well as Environmental Audits; (iv) have thorough working knowledge of the World Bank Environmental and Social Safeguards Policies, especially the Environmental Assessment (OP 4.01) and WBG General ESHS Guidelines, in particular the Specific Sector Guidelines for Water and Sanitation and (v) knowledge of Mozambique Environmental and Social regulations will be an advantage. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” of September 2023, setting forth the World Bank’s policy on conflict of interest. 

The Consultant will be selected in accordance with the QCBS – Quality Cost Base Selection method set out in the Procurement Regulations.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
