Preparation of Engineering Projects for the Implementation of Irrigation Systems in the Irrigated Perimeters of Lussol in Waba (Huíla) and Hortas do Giraúl / Bero (Namibe)

The Government of Angola has received financing in the amount of US$ 230 millions from the World Bank and the French Development Agency (AFD) to finance the Commercial Agriculture Development Project (CADP), intends to apply part of this financing for hiring of consultancy companies for Preparation of Engineering Projects for the Implementation of Irrigation Systems in the Irrigated Perimeters of Lussol in Waba (Huíla) and Hortas do Giraúl / Bero (Namibe).
The Project Development Objective (PDO) PDAC is to increase the competitiveness of agriculture in selected value chains and improve the market valuation of agribusiness. In this context, competitiveness refers to the long-term success of various companies, understood as the ability to develop products that can be considered genuine substitutes for the world’s leading companies. Agribusiness refers to all the players in the project’s target value chains, including large and medium-sized private sector producers, small producers through contractual agreements, processors, distributors, exporters, who can generate a marketable surplus.
The Specific Objective of the Contract, Infrastructure engineering projects (including preliminary design and execution project), technical specifications and Terms of Reference for hiring inspection companies for each project, and management and maintenance of the planned works, making it possible to define more precisely the modalities of support for the development of irrigated agriculture with regard to the environmental and social assessment of subprojects.
The duration of the consultancy will be 10 months and the estimate of man-month, for Lussol in Waba (Huíla) is 84 and Hortas do Giraúl / Bero (Namibe) is 86.

The Commercial Agriculture Development Project (CADP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- 4 references for work on irrigation projects for areas over 200ha, including the creation of a GIS database.
- Experience in data collection, both for social identification of communities and for classification of agricultural typologies (value chains).
- At least 4 years’ work experience in sub-Saharan Africa on irrigation projects.
- At least 5 years’ experience of working on environmental and social safeguards studies drawn up in accordance with World Bank policies.
Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. According to the Financing Agreement between the Government of Angola and the World Bank, the Consultant will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
