EPAL is the state-owned company that provides water distribution services in the metropolitan area of Luanda.In 2021; the Ministry of Energy and Water (MINEA) of Angola hired a consortium to carry out a diagnostic to assess EPAL’s performance; estimate its investment needs and recommend a Public-Private Partnership (PPP) strategy to improve and expand its services.In December 2024; MINEA signed a transaction advisory agreement with IFC for the structuring and implementation of a competitive tender process to select and contract one or more private sector operators. As part of this process; IFC intends to recruit a technical consultant with experience in the water sector; in PPPs and firsthand knowledge of the water supply sector in Angola to: – Develop a data set and data gap analysis; – Identify and recommend an area within Luanda with the suitable characteristics for the implementation of the first PPP transaction.
