DESCRIPTION
Michael Baker is actively seeking a senior water, wastewater and stormwater Department Manager for our Virginia Beach location. Michael Baker provides a flexible work environment with a balance mix of office, home and field work. You’ll be leading a part of our team of talented engineers working on a variety of water, wastewater, and stormwater infrastructure projects that include planning, design, engineering and construction support. You’ll be responsible for the department’s day to day management and operations. Other responsibilities will include the oversight of all projects being undertaken by the Department, including adherence to project scope, schedule, budget, and quality control/quality assurance, staff utilization and the safety of the team. The successful candidate will cultivate and maintain client relationships as well as lead proposal development and interview preparation and participation. Responsible for developing and growing the team as well as developing and maintaining positive client relations.
Essential Duties & Responsibilities
Supervise and provide assistance as necessary to PMs in all aspects of consulting engineering including project, financial and personnel management with respect to water, wastewater, and stormwater department.
- Work closely with Regional and State Water Practice leads to achieve objectives.
- Responsible for the department’s operations through planning, delegation, execution and review of work objectives. Responsible for department financial metrics to include direct labor ratio, utilization goals at the department level.
- Coordinate business development activities of PMs within the Department including Go/No Go decision inputs, client outreach and marketing, teaming arrangements, proposal development and review, and interview preparation and delivery. Responsible for winning new net work added (NNWA), from both existing and new clients.
- Oversee project requirements by ensuring that quality standards and project deadlines are met.
- Responsible for developing and maintaining client relations and management, including monitoring of client satisfaction. Clients include internal and external.
- Fully engage on key Department pursuits and participate in the development and execution of Capture Plans with the objective of increasing the win probability of targeted pursuits.
- Assist in the strategy and messaging for targeted pursuits, including all elements to craft a winning proposal. Assist with technical proposals during the pursuit of key projects.
- Provide input to the annual budgetary development process in coordination with finance and upper-level operations management.
- Review analyses of project activities, costs, operations, and forecast data to determine department progress toward stated goals and objectives.
- Ensure Department projects adhere to Michael Baker Quality Management. Lead department compliance and adherence to quality management and quality assurance practices including Project Management Plans and Quality Verification Forms.
- Maintain current knowledge regarding applicable regulatory, legal, industry practice and company/client standards of procedure (SOPs).
- Be billable on projects as appropriate.
- Solve sensitive administrative issues that surface within the department as required.
- Participate in client meetings, meeting preparation and presentations.
- Coordinate workshare between departments both within and exterior to the Virginia Water Practice.
- Occasional to moderate travel might be required.
Supervisory Responsibilities
- Manage a department of 10-20 team members.
- Execute personnel management duties to include, hiring, training, timekeeping approval, performance assessment, promotion/career progression recommendations, retention, voluntary turnover, disciplinary action, and employment termination.

PROFESSIONAL AND EDUCATIONAL QUALIFICATIONS
- Bachelor’s Degree in Civil/Environmental Engineering or related engineering field.
- 15+ years of related professional consulting engineering experience in water, wastewater and or stormwater infrastructure systems with 3+ years supervising engineering personnel.
- Professional Licensure – Virginia PE license required (or ability to obtain by comity).
- Proficiency in organization and presentation of documentation. Have excellent technical writing and communication skills.
- Proficiency with Microsoft applications including Word, Outlook, Excel, Project, and PowerPoint is required.
