Background

The Position: NCA is looking for a suitably qualified and experienced candidate to fill the position of WASH Specialist. The purpose of this position is to supervise the implementation of WASH in emergency activities by providing the required technical assistance at all stages of the project. The Job functions involve extensive travel to operational project areas for process monitoring.
The main responsibilities will include.
- Organize and develop the WASH program plan and ensure its smooth implementation.
- Manage hygiene promoters’ performance of project tasks and activities and supervise the construction of latrines and borehole rehabilitation.
- Consolidate and review all project implementation progress reports.
- Review the effectiveness, impact, and relevancy of hard and soft WASH approaches in the evolving context regularly and propose amendments.
- Follow up closely and ensure the implementation of WASH projects is in accordance with the plan, design, available standards, community needs, and donor requirements.
- Ensure the correct and timely technical implementation of the WASH project.
- Review and verify engineering estimations and payment certificates for construction projects being implemented, and review tender documents for both design and construction for WASH facilities.
- Review MoUs and construction agreements according to the organisation’s policy and ensure that the assigned resources are efficiently utilized.
- Ensure accurate and timely reporting of WASH activities weekly, monthly, and end-of-the-project implementation progress.
- Collaborate and coordinate with other thematic officers to ensure integration of the program.
KNOWLEDGE / QUALIFICATIONS FOR THE ROLE
- Applicants should possess at least a BSc university degree or more in water engineering, environmental health, sanitary engineering, hydraulics, water resource development, or a related field.
- A good understanding of the humanitarian and emergency sector (complexity of refugee and IDP situations).
- Preference will be given to candidates with specific degrees in water or Hydrogeology.
- Postgraduate WASH-related qualifications coupled with at least 3-5 years experience in implementing WASH projects and coordinating and leading hygiene campaigns.
- Experience with at least 3-5 years of supervision of the construction of emergency sanitation facilities and supervision of borehole rehabilitation.
- Strong communication and interpersonal skills.
- Must be willing to spend long hours in the field.
- Other NGO experience will be an asset.
