Please submit your response or “no bid” to the undersigned on or before 12:00 pm U.S. Eastern time, June 28, 2024. Note that all submissions become Deloitte property and will not be returned.
This Request for Information shall not obligate Deloitte, in any manner whatsoever, to enter into a contract or result in any claim whatsoever against Deloitte, for reimbursement of costs for any information efforts expended by you in your response to this RFI.

Deloitte in support of the USAID Economic Governance Program is seeking information on how an interested contractor could support the anticipated program needs.
This Request for Information (RFI) is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Request for Information does not commit Deloitte to contract for any supply or service whatsoever. Further, Deloitte is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that Deloitte will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
- Background
Background and Specific Challenges to Be Addressed by this Consultancy
The purpose of the USAID Economic Governance Program (the Program) is to improve economic governance and leadership in Georgia. Building on the progress of the government’s economic reform agenda, the Program will support the sustainability of the consultative economic reform-making process and promote the formulation, adoption, and implementation of priority economic reforms. The energy, water supply, and irrigation sectors hold significant importance for Georgia; its abundant hydropower potential serves as a fundamental pillar in electricity generation. Many hydropower plants (HPPs) and water supply and irrigation systems in the country were constructed during the Soviet era and are ageing, necessitating a thorough examination of their condition and the implementation of standardized technical requirements. There is an urgent need to establish comprehensive technical regulations for all hydrotechnical infrastructure in Georgia to ensure the physical safety of critical hydrotechnical infrastructure as well as support Georgia’s energy security.
Currently, Georgia does not have an official act outlining minimum technical specifications for hydrotechnical infrastructure. To address this critical gap, the Georgian National Energy and Water Supply Regulation Commission (GNERC) requested USAID assistance in developing a technical regulation document. USAID requested that the Program support the GNERC with this activity. The technical regulation will serve as a comprehensive guide for assessing and overseeing the state of hydrotechnical infrastructure, mainly focusing on HPPs, water reservoirs, and dams.
In order to develop a technical regulation in line with international standards, there is a need to review leading international practices and study the local context and challenges to determine optimal technical regulations for Georgia’s hydrotechnical infrastructure. The Program aims to accomplish this task by subcontracting a consultancy company. The subcontractor will produce a leading practice review and comprehensive recommendations for the development of the technical regulations for hydrotechnical infrastructure, as well as an effective enforcement mechanism. The subcontractor will collaborate closely with the Georgian National Energy and Water Supply Regulation Commission (GNERC), the Ministry of Economy and Sustainable Development (MOESD), the Technical and Construction Supervision Agency (TACSA), and local experts to accomplish the objectives of this scope of work.
Objective
The purpose of the Scope of Work (SOW) is to conduct a comprehensive review of leading international practices in hydrotechnical infrastructure regulations and respective enforcement mechanisms. The objective is to study established international models of these regulations and, taking into account Georgia’s specific context, propose a tailored, effective, and feasible approach to meet Georgia’s needs. The overarching goal is to enhance the safety of critical infrastructure and strengthen Georgia’s energy security and safety.
