As the Ground Water Protection Section Manager, you’ll be at the forefront of establishing and implementing sound regulation to ensure sustainability of Idaho’s groundwater resources for generations to come. Example of Duties
Section management.
- Hires and evaluates staff in administering the state’s groundwater resources protection programs
- Prepares, reviews and implements section work plans, priorities and programs
- Develops regional office procedures and standards for implementing section programs
- Evaluates program effectiveness and compliance with state and federal laws and regulations
- Develops and recommends statutes, policies and program changes
- Develops section budget and authorizes expenditures
- Develops and conducts training for regional and headquarters staff
Groundwater programs.
- Determines study needs and coordinates activities between staff and other sections or departments to perform groundwater and geothermal resource monitoring
- Administers well drilling program through issuance of drilling permits and licenses, receipt and review of well driller reports, investigation of well construction violations, evaluation of information for establishing groundwater management areas and groundwater recharge districts, and establishment of construction procedures for geothermal wells
- Authorizes release of well driller bonds
- Administers underground injection well program through issuance of injection well permits, inspection of existing wells to determine compliance with permitting conditions, and issuance of notices of non-compliance
- Directs the development and administration of federal injection well grants
- Provides engineering assistance to other state and local government entities
- Designs and implements groundwater and aquifer characterization
- Oversees production of technical reports, informational brochures, and specialized map products
- Represents the department on groundwater resource protection committees
- Conducts meetings to inform the public, special interest groups, and governmental entities of the state’s groundwater activities
- Conducts workshops for well drillers
Minimum Qualifications
Licensure requirement:
· Licensure in Idaho as a Professional Engineer or Professional Geologist or eligibility for reciprocal certification by the State Board of Engineering Examiners or State Board of Professional Geologists
Some knowledge of supervisory practices
Experience
· Identifying and evaluating groundwater management problems to include well-drilling practices and groundwater contamination and determining appropriate resolution
· Interpreting and applying state and federal laws and regulations regarding groundwater protection
· Collecting, analyzing and interpreting engineering or geologic data, presenting findings and preparing reports and recommendations
Desired Experience
· Excellent verbal and written communication and interpersonal skills
· Experience building positive relationships with internal and external stakeholders, including clients, regulatory agencies, and community groups.
· Professional or regulatory experience involving groundwater resource studies, water well design and construction oversight
· Interpreting, applying, or explaining state laws and rules related to the development or regulation of groundwater resources
· Writing technical reports, letters, or other documents related to the development or regulation of groundwater resources
