The Work You Will Do:
The Office of Water Policy and Ecosystems Restoration is accepting applications for one full time Select Exempt Service Environmental Administrator, position number 37000604. This is an intermediate level management, professional, administrative, and supervisory position responsible for administering the planning, engineering and biology functions within Office of Water Policy and Ecosystems Restoration associated with Everglades restoration, water resource management, and water quality improvement/protection programs, including the Comprehensive Everglades Restoration Plan (CERP), Everglades Forever Act (EFA), Everglades Construction Project (ECP) and the Non-Everglades Construction Project (non-ECP), and Northern Everglades and Estuaries Protection Program (NEEPP). This position is based in West Palm Beach and is the supervisor for four career services positions: Engineering Specialist IV (2), Environmental Specialist III (1), and Environmental Supervisor II (1) and one OPS Professional Engineer III.

The Office of Water Policy and Ecosystems Restoration plays a key role in carrying out the largest environmental restoration project in the world – restoring the natural treasure of America’s Everglades. Restoration initiatives are focused on improving water quality and restoring the hydrology and ecology of the Everglades ecosystem, which covers nearly 18,000 square miles from the Kissimmee Chain of Lakes to Florida Bay.

Where You Will Work:
This position is located in West Palm Beach Florida. West Palm Beach is Palm Beach County’s capital city and its cultural center. Its active downtown stretches from a scenic pier on the Lake Worth Lagoon to a waterfront Great Lawn, which hosts a weekly green market, outdoor concerts and this season a 35-foot-tall holiday sandcastle. Dozens of local beaches provide easy access to both the Atlantic Ocean and the Intracoastal Waterway. Several State Parks as well as National Parks are in the immediate area as well.

Pay:
Annual Salary Range: $80,000 to $86,542.20 (based upon experience)
Your Specific Responsibilities:
This position works directly with the Chief of Natural Sciences and makes recommendations to the Office of Water Policy and Ecosystems Restoration Director and the Southeast District Director regarding Everglades restoration programs.
This position requires the ability to speak in public and to work well with diverse interests to achieve consensus on complex environmental and economic issues. The incumbent must exercise independent judgment in formulating procedures, provide general and specific guidance to subordinates, assign tasks and review output of subordinates, and coordinate with State and federal agencies.
This position serves as the Office of Water Policy and Ecosystems Restoration liaison with direct staff, Tallahassee Office, Local, State and Federal agencies, and the public. This position serves as the liaison to the South Florida Water Management District for operations and water management and serves as the representative for several groups/committees, such as the Water Resource Advisory Commission (WRAC), the 10 County Coalition, South Florida Regional Planning Council (SFRPC), RECOVER Leadership Group (RLG), Science Coordination Group (SCG), Biscayne Bay Regional Restoration Coordination Team (BBRRCT), Northern Everglades, Loxahatchee River Management Coordinating Council (LRMCC) several CERP teams, and others as appropriate.
Proficient knowledge of grants applications, agreements and contract management is required to review staff products.
Required Knowledge, Skills, and Abilities:
- Ability to demonstrate strong communication, coordination, and technical writing skills.
- Knowledge of the terminology, principles, and analytical techniques of the physical and natural sciences.
- Ability to evaluate, analyze, and interpret scientific or technical data in order to assess environmental impacts.
- Ability to organize and maintain administrative files and update tracking spreadsheets and databases.
- Ability to manage multiple projects of a highly complex and technical nature.
- Ability to understand, apply, and teach applicable State of Florida and Federal environmental statutes, rules, regulations, policies, and procedures.
- Ability to participate effectively as a team member and develop working relationships with other agencies.
- Ability to independently plan, organize, and prioritize a complex workload to ensure timely completion of high-quality work assignments with minimal supervision.
- Ability to present and express ideas and information clearly and concisely in a manner appropriate to the audience.
- Ability to use logic and reasoning to frame and focus issues, reach conclusions, and develop recommendations for issue resolution to management.
- Ability to solve problems and make decisions.
- Ability to represent the Department appropriately in a professional and courteous manner.
- Ability to adapt to changing priorities and modify behavior and work activities in response to new information, changing conditions, or unexpected obstacles.
- Proficiency in use of computer software including Outlook, Word, Excel, and Access.
- Knowledge of potential environmental impacts which result from construction and operations of restoration and water supply and flood control projects.
- Knowledge of environmental policy, regulation, and permitting procedures.
- Knowledge of biological, chemical, and physical processes related to the evaluation of proposed activities affecting the greater South Florida ecosystem.
- Experience in leading and facilitating meetings.
- Ability to supervise.
Required or Preferred Qualifications:
- SPECIFIC DEGREE/DISCIPLINE (REQUIRED):
A bachelor’s degree in in one of the natural or environmental sciences or another related field from an accredited college or university; or any combination of post-secondary education or verifiable related experience, as described in this posting, for a total of four years.
