Description
The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is in our CDR-Program Integration program area.
Performs highly advanced project management work for the Research, Studies, and Development team. Work involves development of new project scopes of work, and oversight from start to completion of projects. Throughout the life cycle of the project, the schedule and budget are monitored, and communication is ongoing with contractor or agency assigned to complete the work, project stakeholders, management, and other interested parties to ensure that study needs are met. Works with other state and federal agencies to ensure efforts are not duplicative. Works under limited supervision to allow for use of initiative and independent judgement.

Essential Job Elements
- Manages multiple multi-million-dollar planning studies for the River Basin Flood Study (RBFS) and related studies to assure products meet the intent of the scope of work. Each study is multi-faceted with multiple phases that often align with other studies under the employee’s purview and purview of other team members. These studies cover multiple areas of the state and usually span multiple counties. As part of these efforts, the employee also identifies potential risks, such as schedule delays or budget issues, and provides strategies for mitigation.
- Monitors the RBFS and related studies under employee’s purview to ensure that contractual obligations are met, including schedule and budget. Additional efforts include providing oversight to ensure no duplication of other internal or external efforts, responding to program questions and providing clarification of GLO’s directives/goals and objectives.
- Creation of new planning studies by researching and writing scopes of work (SOW) utilizing the basic template of a planning study, as identified in the team’s Standard Operating Procedures. As part of the SOW development, employee typically writes a multi-phased study with multiple tasks associated to each phase, identifies deliverables for each task, creates a schedule, identifies minimum requirements for responses, and provides a cost estimate (i.e. not-to-exceed amount) for procurement of a vendor or interagency contract.
- Coordinates project activities with other state agencies/divisions and ensures buy-in from state/division and federal agencies, such as GLO Coastal, Texas Water Development Board, USACE, USGS, TDEM, Texas A&M System, FEMA, and other governmental jurisdictions, or private sector partners and contractors.
- Attends public meetings and conferences on behalf of the Research, Studies, and Development team, often at the request of upper management. Frequently presents at conferences, on study-related topics for which the employee oversees.
- Proficient use of TIGR to enter all contracts under purview, release funds after deliverable approval, and monitor Planning dashboard for newly submitted payment requests.
- The employee frequently serves on evaluation committees for proposal review of new planning studies, or other CDR evaluation committees, as requested by management.
Qualifications
Minimum Qualifications
- Graduation from an accredited four-year college or university with major course work in City or Regional Planning, Engineering, Hydrology, Geology, Economics, Geography, Business or Public Administration, or a related field. Education and experience can be substituted on a year-for-year basis.
- Two (2) or more years of professional experience in flood-related planning, mitigation, response or recovery, flood modeling and mapping, or closely related planning and project management work.
Preferred Qualifications
- Graduate from an accredited college or university with major course work in City or Regional Planning, Engineering, Hydrology, Geology, Geography or Public Administration, or related field.
- Two (2) or more years of experience in planning-related work especially in the fields of engineering, hydrology, geology, or public administration.
- Certified in Civil Engineering; Board Certified Water Resources Engineering; or similar credentials.
- Certified Floodplain Manager from the Texas Floodplain Managers Association.
- Licensed as a Professional Engineer by the State of Texas.
- Experience managing projects or programs related to Housing and Urban Development (HUD), Disaster Recovery, Grant Management, or related field.
- Experience with State and Federal programs related to project management, grant management and disaster recovery.
- Experience with federally funded disaster recovery programs, people, and/or projects.
- Experience in management relevant to a business function, division, or department; business processes and workflow analysis; coordination with projects, work groups or team members.
Knowledge, Skills, and Abilities
- Knowledge of local, state, and federal laws and regulations relevant to flood planning
- Knowledge of hydrology, hydraulics, engineering, and planning principles relevant to Texas
- Knowledge of the process for regional/state flood planning in Texas
- Knowledge of project management theories and practices applicable to projects that are highly complex in scope; systems and procedures used to evaluate a third-party vendor’s performance; and local, state, and federal laws and regulations relevant to the administration of the project undertaken.
- Skill in project management monitoring, in addressing changes in scope and budget, and in the use of a computer and applicable software.
- Ability to manage project activities; to establish project goals and objectives; to exercise sound judgment in making critical decisions; to analyze complex information and develop plans to address identified issues; to demonstrate negotiation and facilitation skills; to identify project risks and gaps; to prepare reports; to communicate effectively; and to direct, assign, and evaluate the work of project staff.

Physical Requirements
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.
