SEI Tallinn is seeking a full-time Energy Expert for its Climate Systems and Energy Policy Unit, focusing on energy and climate mitigation policy.

The ideal candidate should have proven interdisciplinary research or policymaking/implementation experience and the ability to engage with various stakeholders. We are looking for someone who understands both development and environmental issues aligned with SEI’s mission and can conduct independent analysis and contribute to the creative research environment at SEI Tallinn.
The role
The Energy Expert will contribute to ongoing projects, such as smart energy grids, and strategies for hydrogen use and decarbonization in the EU and Eastern Partnership region. This role includes the opportunity to shape the unit’s project portfolio and thematic scope in accordance with SEI’s strategy, and to develop national and international research and policy support projects.
SEI Tallinn, a part of an international non-profit research institute, works through eight centres globally to advance sustainable development through research, policy analysis and capacity-building. Reporting to the head of unit, you will undertake independent research on energy and climate change mitigation policies. Collaboration with other units and centres is strongly encouraged.
Key responsibilities
- Foster a strong, visible and sustainable research portfolio in climate change mitigation and energy policy.
- Enhance the team’s engagement with energy and climate change mitigation topics, including policy-related projects, by demonstrating an understanding of the key issues.
- Interact with policymakers and other stakeholders and represent SEI Tallinn at key events.
- Assist in securing funding from a variety of local and international agencies, including the private sector.
- Actively contribute to delivering high-quality research outputs and manage resources, effectively to ensure the efficient use of resources across projects and future proposals.
Who you are
You possess strong project management and research skills and have experience working collaboratively on project teams, contributing to dynamic team goals. You should have a background in energy and climate-related policymaking and/or research, with a solid understanding of the broader climate and energy context.
Key qualifications and experience
- A Master’s degree in a field relevant to climate and energy policy research. We define climate and energy policy research broadly and are open to receiving applications from those with degrees in economics, engineering or natural sciences.
- A minimum of three years in a relevant research, policymaking or data analysis position.
- Experience in research project design and management, securing funding and publishing findings.
- Excellent communication skills in English, suitable for both technical and public audiences.
- Quantitative skills, such as data analysis, statistical analysis, data visualization and/or computer programming, are highly regarded.
- Experience working in international multidisciplinary research teams and proficiency in Estonian and understanding of the Estonian context are advantageous.
