Role and responsibilities
- Line management WASH project personnels: 2 WASH Officers, 4 WASH Assistants
- Adherence to NRC policies, guidance and procedures
- Contribute to implementation of Sudan Country Strategy (2022-25) especially WASH Strategy
- Implement technical direction and ensure high technical quality of projects in White Nile in collaboration and consultation with NRC Sudan WASH Project Manager (PM), Area Program Manager (APM) and WASH Specialist
- Coordinate and manage WASH program in White Nile, along with WASH PM: activities, budgets, project documentation in line with proposals, strategies, and donor requirements
- Provide progress reports/donor reports when required
- Ensure projects pay special attention to target beneficiaries most in need related to protection and vulnerability
- Explore, discuss, and provide ideas to NRC management on better ways to implement projects
- Collaborate with relevant local authorities and local partners [Ministry of Health and social welfare, Commission of Refugees, Water Environment and Sanitation Project, Humanitarian Aid Commission, Pooled NRC implementing partners], attend sectoral working groups, coordination meetings and link with key stakeholders
- Ensure capacity building of WASH staff with support from WASH PM
- Promote rights of IDPs/returnees/refugees in line with the Advocacy Strategy
Specific responsibilities
- Contribute to needs assessments/base line, end line surveys, Post Distribution Monitoring, KAP surveys and provide information and inputs to WASH PM/Area Program Manager, Area Manager for proposal development when required
- Responsible for preparation of detailed WASH project operational documents including work plans, spending plans, MEL plans in collaboration with WASH PM
- Supervise implementation of Community Led Total Sanitation (CLTS) and hygiene promotion activities
- Supervise distribution of WASH NFIs
- Scale up and diversify WASH operational capacity with support from WASH PM such as Integrated Programming and Innovation
- Support inclusion of market-based approaches in WASH where appropriate
- Mainstream Protection in WASH projects, in line with NRC’s Safe & Inclusive Programming
- Support Rapid Response Mechanism (RRM) when necessary, including being part of Extended Emergency Response Team (EERT)
- Undertake Performance Management reviews with staff reporting to WASH Coordinator.
- Ensure securing supporting documents of project deliverables and contribute to RoD according to SSD SoP
- Support inputs for GORS data and monthly reporting
- Supervise construction/rehabilitation of water schemes and other WASH infrastructure
QUALIFICATIONS
Professional competencies
These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies:
- Technical background in WASH, university degree level in relevant discipline essential
- Minimum 3 years’ WASH experience in a humanitarian/ early recovery context
- Experience working in complex and volatile contexts
- Previous experience working in White Nile essential
- Technical WASH expertise (rural experience preferred) including experience with construction of WASH infrastructure
- Very good working English (both written and verbal); fluency in Arabic.
Context/ Specific White Nile, knowledge and experience:
- Knowledge of White Nile context essential
- Experience with scaling-up programming an advantage
- Strong experience in community driven WASH programming
- Strong inter-personal, communication and network-building
- Strong organisational and team working
- Good cultural awareness and sensitivity
