Job Description:
Project Implementation (40%)
- Coordinate the timely implementation and reporting of all WACRESS Project WASH interventions to enhance visibility within the scope of the project.
- Be involved in community mobilization, targeting and monitor movement and distribution of WASH related equipment.
- In consultation with Water Engineer/Manager, organize and draw work plans
- In collaboration with Water Engineer/Manager develop design plans, working drawings, and technical specifications, bill of quantities (BOQs) as per approved standards by the Ministry of Physical Infrastructure for all construction works outlined in WACRESS Project.
- Where possible in liaison with Water Engineer/Manager link WASH extension services to other existing institutions and organizations.
- Planning and implementation of water management trainings and supervision of water management committees work, in coordination with the relevant stakeholders
- Ensure that WASH interventions are aligned with the WV partnership strategic direction, standards, child well-being outcomes, WASH technical approaches and internationally recognized WASH standards in South Sudan.
- Ensure compliance with basic IPC principles at Primary Health Care levels, health facilities and schools by ensuring safe waste disposal measures are observed.
- Coordinate with the WHO, UNICEF, Ministry of Health, Health and WASH clusters on WASH emergencies, including COVID 19/ IPC interventions.
Effective Resource Management (10%)
- Prepare up cash request to facilitate field activities, budgets including monthly cash projections and properly keep records of field expenditures.
- Ensure value for money in regards to all transaction involving World Vision resources.
Effective Monitoring and Evaluation (15%)
- Conduct surveys, assessments to continually identify WASH related gaps and needs in the WACRESS Project target areas.
- Follow up, inspect and ensure project materials are delivered as per specified measurements at field level in timely way, and make follow in case of delays.
- Conduct regular field visits to project site and update the Water Engineer/Manager with the progress of project activities in the field.
- Submit weekly implementation updates.
- Prepare regular and comprehensive project progressive monthly reports.
- Participate in project evaluation.
- Monitoring access to water and water quality testing through regular water quality analysis and ensure disinfection of any water sources which show contamination
- Regular monitoring and follow up of partners to ensure the proper implementation of planned activities by coordinating with the field office.
- Ensure regular and timely documentation of and reporting of the WASH activities, the general WASH situation and collection of project indicators according to World Vision International and donor standards.
Capacity Building and Staff Development (10%)
- Identify training and development needs of WASH extension workers and Watershed Management Committees and make recommendations to Water Engineer/Manager.
- Facilitate water management trainings to staff and targeted participants, including the Watershed Management Committees.
Supervision (10%)
- Supervise WASH extension workers and Watershed Management Committees including: determining workload, delegating assignments and monitoring performance then provide recommendations to Water Engineer/Manager.
- Supervise all the WASH hardware constructions ensuring that they are done following World Vision International guidelines.
Coordination and Visibility (10%)
- Attend meetings with partners and stakeholders in the field
- Collaborate with extension workers and other staff to enhance integration with other sectors
- Represent World Vision at field level with local government officials and other agencies.
- Support coordination of water quality (microbial, physical and chemical) analysis for new and rehabilitated water points in accordance with the Government and WHO water quality guidelines.
- Support Water Engineer/Manager in coordinating the design, supervision and certification of any WASH related construction in collaboration with relevant government ministry’s technical departments.
- Support coordination of hydrogeological survey, drilling and equipping of boreholes.
- Coordinate hygiene, sanitation and community participation activities of WACRESS Project with line departments (County Rural Water Supply and Sanitation Officer, RRC etc.)
- Coordinate with the department of public utility, the relevant authorities, the cluster agencies and community leaders for the involvement of all stakeholders and sustainability of the program
- Support integration with other sectors (FSL, Education, Protection, Food Assistant, Health and Mainstream DRR/FCPA in WASH programming).
Any other Business (5%)
- Perform other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Required Education, training, license, registration, and certification
- Minimum Degree in Civil/Water Engineering or Building Construction.
Preferred Knowledge, Skills and experience
- Minimum 3 years’ experience in infrastructure works or in Water and/or Sanitation Project implementation. And 1 year experience in fragile context programming.
- Well knowledgeable with the context, the project will be implemented.
- Excellent report writing skills
