Objective and Purpose of the Assignment
Asian Development Bank’s (ADB) Grant 9546-BAN: Emergency Assistance Project (EAP) has been implemented
between July 2018 – December 2024. Among the four project outputs, one of them was the provision of 40
mini water supply systems with a production tube well, distribution pipe network, and standpipe water
distribution points, for which the Department of Public Health Engineering (DPHE) was the executing
agency. Specifically, under this output, the following facilities, among others, were installed in the
designated camps for the displaced persons from Myanmar in the Cox’s Bazar area.
After the completion of the above works, a number of the above facilities have encountered operations
and maintenance challenges, leaving many unable to serve their intended purposes. ADB shall engage Firms
(Vendors/Contractors for repair) and Non-Government Organizations (NGOs) to manage each of the
facilities and to document: the status of operations; nature/reason for dysfunction, identification of
actual technical issues, and repair options for those that are partially functional. Upon government
request, ADB intends to engage a national Water Supply Expert under ADB TA no. 9546 to support the
supervision and monitoring activities. The main objective of the assignment of the TA Supervision
Consultant (Water Supply Expert) is to conduct supervision and monitoring of the (i) activities of the
repair vendors/contractors, (ii) activities of the NGOs related to operation and maintenance (O&M) of
the ADB-financed water supply facilities, (iii) training activities implemented by the contractor/NGOs,
and (iv) awareness programs. The consultant will keep records of the status of the water supply systems
installed in Cox’s Bazar under EAP and coordinate with the government Project Executing Agency
(DPHE/LGED), ADB, UN agencies, and NGOs.
Scope of Work
The consultant will (i) coordinate vendors/contractors and NGOs engaged by ADB/DPHE for monitoring and
supervising the O&M of 40 mini water supply systems with a production tube well, distribution pipe
network, and standpipe water distribution points; (ii) keep records of the status of all water supply
Infrastructures installed in Cox’s Bazar under EAP and the service quality; and (iii) coordinate with
the government Project Executing Agency (DPHE/LGED), ADB, RRRC, and the UN agencies.
Detailed Tasks and/or Expected Output
The detailed tasks are outlined below to retrieve the status of operations of each facility to ensure
O&M functions:
i. The consultant will supervise the day-to-day activities of the O&M contractors (engaged by DPHE) and
NGOs (engaged by ADB) and monitor the O&M activities of water supply facilities.
ii. Ensure implementation of the successful O&M mechanism [refer to Attachment 1] with the establishment
of bridging the gap between the community user groups and the One-stop Support Service (OSS) centers.
iii. Oversee the O&M activities and actively engage in the role of bridging the gap between the
community user groups and the service providers (repair contractors and NGOs).
iv. Ensure effective coordination with ADB, DPHE, UN agencies, and RRRC (CiCs).
v. Visit project sites and the camps regularly in Cox’s Bazar, attend monthly meetings with CiCs and
submit monthly O&M reports with details of the O&M activities to DPHE and ADB.
vi. Visit the NGO managed OSS centers regularly and conduct monitoring and assessment of the performance
and provide guidance for improvement.
vii. Keep track of the performance status of all the water supply facilities (camp basis and OSS basis)
i.e. functional status, repair status, O&M activities performed, and performance of the repair
contractor and the NGOs.
viii. Review the performance of O&M activities performed by the repair contractor and the NGOs and
confirm on behalf of the DPHE for payment.
ix. Ensure that monitoring mechanisms are effective, identify, and recommend areas for improvement.
x. Observe the training programs and awareness programs based on the agreements of the contractors/NGOs
and evaluate the outcomes of the events.
xi. Provide technical support/guidance to the contractors and NGOs in applicable cases and/or when
requested by the project executing agencies.
xii. Assist DPHE in preparing a detailed monthly progress report, including information on achievements,
challenges, and adjustments to the implementation plan.
xiii. Prepare a comprehensive final report after project completion. Include an overview of the entire
project, detailing achievements, challenges, lessons learned, and recommendations for future projects.
xiv. The consultant will ensure coordination among the stakeholders and reporting with up-to-date
information.
xv. Shall work with other TA consultants in preparing documents including O&M model/contract documents
for future projects.
Minimum Qualification Requirements
Bachelor’s degree in civil or water resource engineering preferably with a master’s in water resource or
related degree. Candidates with extensive training in mini water supply systems, piped water network
design and operations will be an advantage. Prior working experience on multilateral development bank-
funded projects like ADB, WB, JICA, and UN agencies will be preferred. Working experience in a camp
context will get priority. Hands-on experience with the O&M of water supply systems is a must.

Minimum Specific Experience (relevant to assignment): 10 Years
