CALL FOR PROPOSALS: Water Integrity Assessment – Uganda
The Water Integrity Network (WIN) invites proposals from qualified and competent individuals to undertake an integrity assessment of the water sector in Uganda.

1. Introduction & Background
The Water Integrity Network (WIN) is a network of organizations and individuals promoting water integrity to reduce corruption and improve water sector performance worldwide.
WIN works to raise awareness on the impact of corruption especially on the poor and disenfranchised, assesses risk and promotes practical responses. The network’s vision is a world with equitable and sustained access to water and a clean environment, which is no longer threatened by corruption, greed, dishonesty and wilful malpractice.
2. Project overview
WIN’s work in Uganda seeks to strengthen water integrity approaches and improve Transparency, Accountability, Participation and Anti-corruption (TAP-A) capacity in the water sector in Uganda. WIN, in collaboration with UWASNET, has launched a new project financed by the Hilton Foundation titled Water and Sanitation Integrity Program for Improved Water Services in Lira, Kabarole, and Bunyangabu.
The project will strengthen existing systems and support in developing more professionalized service delivery solutions to provide quality services to underserved communities in the three districts. The project seeks to empower citizens (communities) to access water services equitably and sustainably through enhanced integrity approaches (holding themselves and authorities to account), nationally contributing to the achievement of Uganda’s Vision 2040, regionally the Africa Agenda 2063 and the Global Development Goals (SDGs,) specifically SDG 6 on universal access to water for all. The other goals that this project will contribute to include SDG 5 on gender equity, SDG 13 on climate action, and SDG 16 on accountable and inclusive institutions.
The program will be conducted in two phases. The first phase will consist of an integrity risk analysis of the water sector in Uganda, aimed at identifying the key integrity risks in the water sector value chain, from national to local, both on paper, and in practice. This analysis will inform the detailed activities of the second phase – closing some of the identified integrity gaps through technical assistance, advocacy, and policy work. This call for proposals relates to the first phase, the integrity risk analysis, only.
Target audience
The target audience for this assessment and the resultant report are the government of Uganda (GOU), CSOs, and other actors within the water and sanitation space, accountability and governance practitioners as well as water service providers and users.
Purpose
The objective of this assignment is to undertake an assessment of the state of integrity in the water sector in Uganda, on paper and in practice, and to prepare a report on the matter.
Key elements of the project are:
Analyze the effectiveness of the legal and policy regime with regards to integrity and governance of the WRM and WASH sectors in Uganda – on paper (de jure) and in practice (de facto). WIN is particularly interested in the water governance models in the districts of Bunyangabu, Lira, and Kabarole.
Evaluate the current state of transparency, accountability, participation, anti-corruption and integrity in urban WASH, rural water supply, WRM and climate adaptation in water sector of Uganda.
Conduct a SWOT analysis of the water sector of Uganda from a governance (including gender equity and social inclusion) and integrity point of views.
Document good practices and key challenges regarding integrity and governance in water, sanitation and climate related projects and practices.
Assess barriers to youth, women and marginalised community involvement in the water sector and propose mechanism to mitigate this.
Compile a list of actionable recommendations for diverse water stakeholders on how to mitigate the identified integrity risks.
Assignment components
Desk-based ‘de jure’ water sector integrity governance review
Assessment of the actual status of integrity and governance in the sector (‘De facto’ assessment)
Key informant interviews
Stakeholder mapping of key players in the water sector and their relative interests and power in relation to integrity and accountability
Identification of key entry points and recommendations for improving integrity in the sector
Presenting and discussing key findings of the integrity assessment with the targeted stakeholders
Delivery of the final report
3. Deliverables
The deliverables under this assignment include:
An inception report (maximum 10 pages), which should include:
The methodology to be used to assess the de jure and de facto integrity within the Ugandan water sector,
A detailed workplan.
A summary report of the results of key informant interviews, including a list of the interviewees.
Participation in and co-organisation of a national workshop to present the findings of the assessment including preparation of the programme, engagement with speakers, drafting of the workshop report.
A final report, which includes two rounds of revision from WIN. The final report should be not more than 30 pages.
4. Timing
The period of the assignment will be June to August 2024. The kick-off meeting is expected to take place in the week of 17th June in Uganda.
During this period the Consultant is expected to provide an input of a total of 30 days.
5. Budget
The allocated budget for this assignment is up to Euro 7,000. Note that the assignment might include local travel and accommodation. WIN will cover directly such expenses and these should not be included in the financial offer. Nevertheless, the consultant(s) should indicate the foreseen number and scope of field visits. WIN will not cover international travel costs for this assignment.
6. Selection Process & Criteria
The Consultant should demonstrate the following qualifications and competencies:
Excellent understanding of the water governance, water resource management, and water service delivery framework in Uganda.
Content knowledge pertaining to WIN’s themes (anti-corruption, integrity risks and tools, rule of law, civil society, human rights, gender, ) by way of formal education, work experience and/or training.
Excellent written and spoken English.
Demonstrated experience working with different stakeholders.
Proven analytical skills and ability to synthesize findings from diverse materials and sources.
Master’s degree in a relevant field (e.g. Water, Governance, Law).
The consultant, or at least one member of the team, should preferably be based in Uganda.
The following will be advantageous:
Knowledge of or experience in gender mainstreaming and social inclusion.
